Inflation rises to 11.98 per cent

New Delhi, July 31 (DNS) Inflation rose to 11।98 per cent for the week ended July 19, as some food and manufactured products turned dearer.

The moderation in inflation a week earlier to 11।89 per cent turned out to be an aberration as the rate of price rise is now a just a tad below the crucial 12 per cent। It has been rising unabatedly since petrol prices were increased by the Government on June 5.

Prices of pulses, fruits and spices went up as did the rates some manufactured products items।

Inflation stood at 4।65 per cent in the corresponding week a year ago.

This is the first official data on inflation after the Reserve Bank increased the short-term lending (repo) rate by 50 basis points to 9 per cent and also raised the mandatory deposits (CRR) that banks have to park with it by 25 basis points to cool down the rate of price rise।

However, the exact effect of these measures will be known after some time only as official data is released with a two week lag and hike in CRR would come into effect only after August 30।

Announcing the first quarterly review of the credit policy RBI Governor Y V Reddy had said that the main thrust of the policy would be to bring down inflation to 7 per cent by March, 2009।

Earlier, the apex bank had set the attempt to bring down inflation close to 5 per cent by end of this fiscal and lower it further to 4-4.5 per cent with a medium-term objective of 3 per cent.

Maya in campaign mode

July 30: In a bid to prove her might beyond UP, BSP supremo Mayawati has decided to set in motion the party’s campaign well in advance in four election-bound states of Delhi, Madhya Pradesh, Rajasthan and Chhattisgarh।
Ms Mayawati is expected in Delhi on Friday for a series of meetings with state unit party functionaries। At the meeting she will not only talk about the strategy to be adopted in the run-up to the elections, she also finalise names of the candidates for a few Lok Sabha and Assembly constituencies. Ms Mayawati has asked the party units of Delhi, MP and Chhattisgarh to mobilise people for the August 9 rally in Lucknow, which will set the agenda for the party’s growth out of UP.
"UP chief minister Mayawati is coming to Delhi on Friday, when she will take stock of the party’s chances in the forthcoming Delhi Assembly elections। Apart from mobilising the workers for the Lucknow rally, she is likely to finalise the strategy for the state polls," said a senior BSP leader. Following the directions from "bahenji", most of the state unit chiefs have started working in their respective states. "We are mobilising people in our areas. The strength of the party in the state will be reflected in the number of people that we take to Lucknow for the rally," said BSP president of MP, Bhujbal Singh Ahirwal.
Sources said that the BSP supremo will carry out intensive tours of MP and Chhattisgarh apart from Delhi after the Lucknow rally. "The directions are clear to the state party units. The party has to make its presence felt in big ways in Delhi, MP and Chhattisgarh, which are on top of the party’s agenda for growth out of UP," said a party functionary. Delhi, Chhatisgarh, MP along with Rajsthan will go for state polls in November this year.

Indians have not shown mental alertness

Sri Lanka in these months can get extremely muggy, but that’s not the only reason why the Indian team will be feeling discomfited when it takes the field in the second Test beginning today। Badly beaten in the first, the players will be under acute pressure. A defeat here means the series is lost too, and with that will sink much of the goodwill and ranking that was earned in the past year.
It is not possible for any team to win every time; in any case, the Indian team cannot boast to be the best in the business। But so abject was the performance in the first Test that it has riled the sensibilities of cricket lovers and aficionados.
Such a rout suggests that the problem could be something more serious than just a one-off setback। As against Australia, the Indian team could come back strongly, but it will not be easy in these conditions.
The wickets Down Under earlier this year were batsmen friendly, and the players themselves appeared fit and enthusiastic for battle। From what has been in evidence in Sri Lanka yet, the pitches are not poor, but need getting used to. This requires some time, which the itinerary did not permit what with only one three day game before the first Test.
More damagingly, India’s players have not shown the same levels of physical fitness and mental alertness that was witnessed during the Australian tour. There is a jadedness about the side, perhaps because of the excessive cricket played over the past six months. How to beat this will be the big test for Kumble and his men even before they take the field today.

CPI(M) not to support Congress in future

New Delhi (DNS): After the break over the nuclear deal, the CPI (M) has ruled out supporting the Congress in forming the government at the centre।
It also parried questions over projecting BSP supremo Mayawati as the Prime Ministerial candidate by non-Congress and non-BJP parties in the next Lok Sabha elections।
"If you think we are going to support a Congress government, I don't know, I think people will accuse us of opportunism," CPI(M) General Secretary Prakash Karat told Malayalam television channel "Kairali TV"।
He also raised a question as to why only the possibility of the Congress and BJP forming a government is raised।
"So, why do you think that there can only be a BJP-led government or a Congress-led government," he said adding there could be a third force, which could also be in that position।
Asked about projecting BSP supremo Mayawati as prime minister, he said they do not look at it in terms of individuals being projected।
"Hopefully, we will be able to present some third force in the forthcoming Lok Sabha elections। We don't look at it in terms of individuals being projected as Prime Minister," he said.
Karat said that what the Left was looking for was that "there is a possibility today to have some combination which will not just reduce the country's politics to a Congress-led alliance and a BJP-led alliance"।
Replying to another question whether coming together of the Left with parties like the BSP, which have aligned with the BJP in the past, would create a durable Third Alternative, he said the Left was not going to project such an alternative।
"Be very clear, I didn't use the word Third Alternative। I have not talked about the Third Alternative...Our party's understanding of the Third Alternative is not some combination to fight elections. The Third Alternative has to be in terms of policies and programs," Karat said.
Karat said that political parties which were not part of the Congress and BJP led coalitions joined forces only after realising they had a common agenda - opposition to the nuclear deal।
"Its only after we withdrew support, we said we would contact all the secular parties who opposed the deal and who can plan with us to vote against the UPA government। And as part of the process, I met Mayawati, Ajit Singh, Deve Gowdaji.....We met all of them and then came to a common understanding," he said.
Karat sought to downplay the erstwhile UNPA (led by the Samajwadi Party) and said he never considered it a part of the Third Front।
"In our party congress held in April, we said the Third Alternative is not there। We didn't even consider the UNPA, which was headed by the SP to be a Third Alternative. We told them this is not the alternative we are thinking of," he said.
The CPI(M) leader said he told UNPA that the Left parties could co-operate with them on important issues like price rise, farmers' issues or the nuclear deal।
"But the Third Alternative means something more stable, something more based on a programme," he said.

Indian Americans lobbying for N-deal approval in Congress

Washington, July 27: Buoyed by the UPA government's victory in the crucial trust vote over the Indo-US nuclear deal, the Indian-American community leaders have started lobbying decision-makers here to ensure smooth passage of the historic accord in the American Congress।
The community leaders are not wasting any more time and are organising their first strategy session here tomorrow evening। The general perception among leaders of the community is that much time has already been lost.
With the government of Prime Minister Manmohan Singh getting through the vote of confidence last week, efforts are on to contact top Congressional leaders right away।
"The Indian American community did its part for the Hyde Act... Now once again Indian American community has to ensure the final passage of 123 agreement by the US Congress। We are ready to do so. Leaders of various organisations are meeting in DC on Monday for this purpose," Ashok Mago, Chairman of the Dallas-based USINDIA FORUM said.
Mago is one of the community leaders who played an important role in getting most of the Texas delegation in the House of Representatives and the Senate behind the Hyde Act in 2006।
"The real focus here begins from the first week of September when members of Congress return after their District work period," a highly-placed source seeking anonymity said।
He explained that New Delhi should be expected to have wrapped up all the procedures and processes pertaining to the civilian nuclear deal by the time Congress returns from the August recess।
"It is not going to be easy। But we have no doubt that the administration and leadership of both the republican and democrat party will do everything to ensure that this historic agreement between the two nations is concluded under their watch," Mago said in a statement.
As things stand the House of Representatives has a target adjournment date of September 26 and the Senate Majority Leader Democrat Harry Reid has indicated that he has no problem in having the same timeline for the Senate।
Normally Congress sits in session until the first week of October, but this time around it is earlier because of the Presidential elections -- all 435 members of the House and one third of the 100-member Senate face elections along with the Presidential poll on November 4।
Sources say that there is no sanctity behind the September 26 target adjournment date and that this could get extended inspite of the elections। And there are others who believe that mere technicalities on the passage of the civilian nuclear agreement should not stand in the way either.
"There is a technical rule that makes it a little difficult in Congress -- the thirty day continuous session requirement। But Congress can make an exception because Senators Barack Obama and John McCain have both said they support the deal," Walter Andersen, Associate Director of the South Asian Programme of the School of Advanced International Studies at Johns Hopkins University said.
Congressional Staffers argue that the thirty-day rule cannot be waived or shortened -- at least not without sinking the whole deal. The argument here has been that getting rid of the thirty day rule could bring in opposition from Senators who could threaten to filibuster the move.

Time to end the 'KumBha' mela

Given the recent strike rate of the ageing Kumble-Harbhajan combine - over 40 runs per wicket - India has nothing to lose and everything to gain by replacing them with young spinners।
Anil Kumble apparently requires a cracked, powdery, hard, bouncy, rough and under-prepared pitch to make any impression these days। In all other conditions, he struggles to take wickets. This has always been the case, but it seems to have got accentuated with advancing age and creaking joints. In the last two series, one at home and the other abroad, plus the first innings of the current Test against Sri Lanka, he has given away 1,051 runs for a measly 24 wickets - that's 44 runs per wicket.
Harbhajan Singh has hardly fared any better, giving nearly 40 runs per wicket in the same period। If you take away the Kanpur Test, where the pitch was so under-prepared that even Sehwag was unplayable, Harbhajan's record is in fact poorer than Kumble's. And yet Kumble and Bhajji, or the 'KumBha duopoly' as a reader of this column helpfully dubbed the pair, continue to be India's main strike bowlers.
If bowlers go at over 40 a wicket, it means the opposition is scoring over 400 on average per innings, and India can at best hope for a draw। In the current Test, it isn't just that Kumble bowled 37 overs without taking a wicket, or that Harbhajan gave away nearly 150 runs for his two wickets, it is the disdain with which all the Sri Lankan batsmen treated them, scoring at nearly 4 an over, and accelerating at will without seeming to be in any danger which signals a change of guard is overdue.
How different the so-called dead Colombo pitch looked when it was the Indians' turn to bat. Every ball had to be ground out as pressure mounted on the batsmen from both ends. Even if the newcomer Ajantha Mendis got only one wicket - and I believe he missed a second wicket by not appealing for an LBW against Ganguly who got a pad-bat - none of the batsmen could relax or score freely against him, which probably contributed to Muralitharan's bagful of wickets.

ISI to be under civilian control

Islamabad: The dreaded Pakistani spy agency Inter-Services Intelligence (ISI), often described as a state within state, was placed under the direct control of the civilian authority।
This has been seen as a move seen as an effort to clip the wings of the agency, which has the reputation of acting "autonomously"।
Pakistan's Cabinet Division issued a formal notification placing the ISI and the Intelligence Bureau (IB) under the interior minister।
Till now, the ISI, the premier external counter-intelligence outfit, was working under the Defence Ministry but Prime Minister Yousuf Raza Gilani relocated the agency by placing it under the Interior Ministry, headed by his adviser Rehman Malik।
A senior security official, however, expressed doubts whether the ISI would work under the interior division, saying it would continue to work in its "previous capacity and framework".

Power crisis hits Indian states

Authorities in the western Indian state of Maharashtra have announced tough measures to deal with a power crisis।
The state's 250,000 industries will now get power only five days a week and malls and government offices have been told to reduce energy consumption।
Scanty rains, growing demand for power and lack of new power plants has led to shortages in others parts of India too।
The southern states of Andhra Pradesh and Karnataka are also reeling under severe power shortage।
In the last few days the two states have also announced a slew of measures to curb their energy use।
"Industrial staggering or power cuts have been increased for industries to 40 hours per week," Maharashtra Electricity Distribution Company Limited official Ajay Bhushan Pandey told reporters in the state capital, Mumbai।
Mr Pandey said a 10% cut on electricity consumption has been imposed on all government offices, civic bodies, the information technology industry and other high-use customers।
An acute power shortage has afflicted Maharashtra for many years now, but less than average rainfall this year has worsened the situation।
Also, with the increasing numbers of shopping malls and new factories and growing foreign investments, there has been a surge in demand for power।
But, says the Power Grid Corporation's Anjan Roy, "In the last five years, no new power houses have come up in the state। The result is that today load shedding (power cuts) has become a major problem."
The power crisis has also affected farmers and common people with 12 to 14 hour power cuts reported from rural areas।
A few days ago, the government of the southern Andhra Pradesh state also directed all industries to remain shut for two days every week।
Reports say due to frequent power cuts, industries in the state are already struggling to meet their production targets and their output is likely to reduce further with the increase in power cuts।
In the neighbouring Karnataka state, the capital city and India's IT hub Bangalore has seen several hours of power cuts every day।
The state government has announced the city's power supply will be reduced by 20%.

Surat under terror scanner, 2 cars with explosives found

Surat-Ahmedabad (PTI): After Bangalore and Ahmedabad, the diamond city of Surat on Sunday came under the terrorists scanner with two cars stuffed with explosives being found and a live bomb defused and a SIMI activist was arrested in connection with the serial blasts in Ahmedabad where the death toll mounted to 49।
A live bomb was defused near a hospital and two cars stuffed with explosives were found in and on the outskirts of the city on Sunday, sparking a high security alert।
Police have seized a car laden with explosives from Punagam area on the outskirts of Surat city, police inspector M R Chavda said।
The car, bearing the number plate GJ-6-CD 3569, was found laden with explosives in Punagam area and police have recovered powder materials, gelatin sticks and shrapnels from the car, Chavda said। Vadodara Police Commissioner Rakesh Asthana said the registration number of the car found at Punegam village was fake as the number belongs to a scooty.
Later in the evening, the police located another car with explosives at Heerabagh locality of Surat city, Police Commissioner R M S Brar said।
Police found a live bomb near a hospital in new Citylight area of Surat after some residents gave the information।
A wooden box containing white powder, wires, a battery and shrapnels, was found abandoned near Nupur hospital in the New Citylight area। The explosives were later defused.
Ahmedabad remained on the edge with a live bomb in the city being located in a garbage can and defused, a day after it was rocked by 17 blasts in a string.

Bomb blasts rock Ahmedabad

Ahmedabad, Jul 26: A day after a series of explosions rocked Bangalore, 16 blasts went off in Ahmedabad capital city of Gujarat on Saturday, July 26. Reports suggests that 18 people have been killed and 30 others are injured in the incident. All blasts went off in a span of half an hour starting 6:45 pm।
The areas targeted are Raipur, Maninagar, Isanpur, Naroda, Bapu Nagar and Diamond Market। These are residential and market areas in the city. Sources say that these areas are particularly crowded on Saturday and Sunday evenings. According to police sources the blasts were of low intensity. The first bomb was kept in a bicycle while the others were kept in tiffin boxes. Police have rushed to the sites. Most of the blasts occured in and around Maninagar , which is the constituency of Gujarat chief minister, Narendra Modi. Most of these are communally tensed areas in Ahmedabad.
All mobile networks in te state have been jammed।
Just before the blasts took place a group called Indian Mujahiddin sent an email to a television channel saying that there will be blasts।
Ahmedabad has been cordoned off as it is a sensitive area and authorities don"t want tensions to flare up।
Delhi, Mumbai, and other metros in the country are already on the high alert।
Prime Minister Manmohan Singh has applealed to the citizens to maintain calm।
BJP Prime Ministerial candidate LK Advani reacting to the serial blasts that rocked the city of Ahmedabad, said, 'Stricter laws to control terror are the need of the hour। Law and order situation in Gujarat is satisfactory. The blasts are the result of sinister designs on the part of terrorist organisations. It is something serious, and must be taken seriously by State and Centre.'
To the question that two BJP-ruled states have been targetted in as many days, Advani said, "I would not draw any conclusion on this।"
Congress President Sonia Gandhi said that Ahmedabad bomb blasts aimed at disturbing peace and harmony of the country।Home Minister Shivraj Patil also condemned the incident.
BJP President Rajnath Singh also reacted to the terror attack and said, "The center should work more in co-operation with the state governments to combat terror"।
Chief Minister Narendra Modi has called for a urgent cabinet meeting at his residence and the Chief Minister is likely to visit the blast areas soon.

Sex on Dubai beach: Brit couple face jail

London, 26 July , A British couple accused of having intercourse in public on a Dubai beach face the harshest sentence after being charged with having sex in public, illicit sex and being drunk in public।
Dubai-based Michelle Palmer, 36, and tourist Vince Acors, 34, may have to serve a maximum sentence of six years in prison if convicted। The pair denied having a drunken romp in public when arrested by the police.
However, media reports now suggest that DNA tests have confirmed that they actually had full sex, and that Vince has admitted it।
A paper even said that Vince had told a prosecutor that he regretted his “thoughtless actions”। “DNA tests proved they had sex together that day,” British tabloid The Sun quoted a source as having told the Dubai-based paper.
The report also reveals that the pair have been charged with having sex in public, illicit sex and being drunk in public।
However, one of Vince’s friends, Lee Bowden, said last night: “He knows nothing about any charges।”
Michelle and Vince were apprehended on July 5 by a police officer। They had hoped to escape with a caution after they publicly apologised to the police officers involved in the case, but have been charged with three counts. They cannot leave Dubai as part of their bail conditions, reports the Telegraph.
Palmer, a publishing executive originally from Oakham, Rutland, left her company earlier this month when the allegations first arose. It is against the law in the United Arab Emirates to have sexual relations outside of marriage.

Patil condemns Bangalore blasts, promises all help

Home Minister Shivraj Patil on Friday condemned the serial blasts in Bangalore, the country's IT capital, promising all help to the state government in tracking down the perpetrators।
One person was killed and six people were injured when a series of bombs fitted with timer devices went off in the space of 45 minutes।
"I strongly condemn today's blasts in Bangalore। I convey my sympathies to the affected families and pray for speedy recovery of those injured in the blasts,” he said in a statement.
“The ministry is in close touch with the Karnataka government। Such incidents will not deter the government from pursuing its policy of dealing with anti-national elements in a resolute manner."
Home secretary Madhukar Gupta said there were seven low-intensity blasts spread over five locations in the city in which a woman had died।
“All the concerned agencies like the bomb disposal squad are on the job। We can't say now who did it any why. We will need time to figure the details of this incident. Investigations are on and it will take time,” he said.
“Nuts and bolts were planted in the explosives used,” he said।
Gupta refused to say whether state authorities had specific intelligence inputs on the blasts but said that he held a recent review meeting in which Karnataka officials were present।
The first blast took place at Madivala checkpost followed by explosions in three other places, including a park opposite the well-known Mallya Hospital, police commissioner Shankar Bidri said।
The police commissioner said the blasts appeared to be the acts of people who wanted to terrorise the Karnataka capital।
"We will investigate and arrest the suspects," Bidri told reporters। "We are on complete alert."
He appealed to people not to panic and to go about with their routine work।
However, most shops and shopping malls immediately shut down as news of the blasts spread।
This is not the first time that the southern state of Karnataks has been hit by such a terror attack। In December 2005, the militant outfit Lashkar-e-Toiba carried out an attack inside the prestigious Indian Institute of Science campus killing a scientist and injuring five others.
Two years back, police foiled a terrorist plot to attack the state legislature building in Bangalore after two suspected terrorists were shot down in Mysore।
The two suspected militants were carrying a laptop computer, a satellite telephone, an AK-47 assault rifle and one Pakistani passport. According to the police they also had the plans of the recently built state assembly building in Bangalore.

Three BJP MPs file complaint with LS Secretariat

Samajwadi Party leader Amar Singh's name figures in a formal complaint filed on Friday by the three BJP MPs who had alleged on the floor of Lok Sabha that they were offered Rs three crore each for abstaining in Tuesday's trust vote।
The three MPs -- Ashok Argal, Mahavir Bhagora and Fagan Singh Kulste -- replied in the affirmative when asked whether they have named the SP leader in their complaint to the Lok Sabha Secretariat।
The complaint was filed before PDT Achary, Secretary General of Lok Sabha। The Secretariat had on Thursday asked the three MPs to give a formal complaint listing out the sequence of events.
BJP leaders VK Malhotra and Ravi Shanker Prasad accompanied the three MPs when they went to file their complaint।
However, Malhotra refused to reveal the contents of the complaint।
In a communication to the three MPs, the Secretariat had asked them to present their version officially to enable it to take the case forward।
The Lok Sabha had witnessed unprecedented drama on July 22 when the BJP members walked into the House and flashed wads of currency notes claiming that they were given by a Samajwadi Party leader as bribe for absenting themselves from the trust vote।
Speaker Somnath Chatterjee had said the House that nobody will be spared if found guilty।
Describing the incident when one of the MPs displayed bundles of currency allegedly given to him as bribe as "most unfortunate and a very sad day in the history of Parliament", the Speaker promised that all possible steps would be taken by him as custodian of the House.

Condom ads need certification

The Madurai bench of the Madras High court today directed condom manufacturers to get the certification of the Advertising Standards Council of India (ASCI) for their advertisements and the wrappers।
Justices A K Ganguly and P Jyothimani said, "Condom manufacturers cannot market their products indiscriminately with obscene visuals, either on the wrapper or in advertisements issued in print or visual media।"
Even the right to carry on business, under Article19 (1)(g) of the Constitution prescribed that such right is subject to reasonable restrictions, which could be imposed in the interest of decency and morality, they said।
The judge's felt that only ASCI a self-regulatory voluntary organisation, was better positioned to deal with such cases।
Hindustan Latex was one of the condom manufacturer listed as a respondent in the case।
The Petitioner sought a direction on banning obscene pictures, as they create a wrong impression about a condom, which is a medical product.

Indian MPs hold confidence debate

The Indian parliament is debating a vote of confidence in the Congress party-led government that could decide the fate of a nuclear deal with the US।
The vote comes after the government's left-wing allies withdrew their support in protest against the controversial civilian nuclear accord।
Observers expect that Tuesday's vote following the debate will be close।
If the government loses the vote, India faces early elections and the nuclear would be under threat।
Prime Minister Manmohan Singh says the government will "prove its majority"।
He told parliament he had always acted in the interest of the nation।
"Every single decision, every policy and initiative we have taken, was taken in the fullest confidence that we are doing so in the best interests of our people," he said।
Launching the debate, the leader of the main opposition Bharatiya Janata Party (BJP), LK Advani, said: "We are not against nuclear energy। We are not against a very close relationship with America.
"But we would never like India to become party to an agreement which is unequal।
"This deal makes us a subservient partner। It makes India a junior partner."
Under the accord, India, which has not signed the nuclear Non-Proliferation Treaty, would gain access to US civilian nuclear technology and fuel।
In return its civilian nuclear facilities would be opened to inspection। Nuclear weapons sites would remain off-limits.
The communists fear the accord could give the US too much influence over Indian foreign and nuclear policy।
After days of political bargaining and arm-twisting, the government and the opposition have headed into the debate still uncertain about who will win, the BBC's Chris Morris in Delhi says।
With the left withdrawing support, the government can rely on only 226 members in the 543-seat parliament, and needs 46 more to be absolutely sure of a majority।
Congress and the BJP have a nearly equal number of seats, with 153 MPs and 130 respectively।
The Congress party hopes it will get the backing of the regional Samajwadi party and other smaller parties to help it win।
India's media is awash with reports of alleged defections and desertions among MPs ahead of the vote।
"It's snatch-and-dash to the finish," headlined The Times Of India newspaper।
"Vote looks neck and neck," said The Asian Age। "Contest tightens, situation volatile," reported The Hindu.
Communist leader Prakash Karat said the government should junk the nuclear deal if its loses the vote।
"We wish to warn the government that in case you lose the trust vote, don't try and push the nuclear deal। The country will revolt," he said.
The opposition opposes the deal for a variety of reasons।
Indian communists simply want no partnership at all with the United States, while the Hindu nationalist BJP fears that the deal could compromise India's ability to test nuclear weapons in the future।
And smaller parties, on whom both government and opposition leaders have suddenly lavished attention, have been trying to calculate which side of the political divide suits them best।
India is under pressure from Washington to sign the accord before the US presidential election in November।
Last week, Indian officials met members of the International Atomic Energy Agency (IAEA), the world nuclear regulatory body, in Vienna to discuss plans to safeguard India's civilian nuclear facilities।
The IAEA's approval of the plan is a key condition for enacting the deal।
If the IAEA signs the agreement, the deal will go to the 45-nation Nuclear Suppliers Group, which regulates global civilian nuclear trade, for approval।
It must then by approved by the US Congress before President Bush can sign it into law।

N-deal: US ready to do business even with minority govt.

Washington (PTI): Ahead of the crucial trust vote that will decide the fate of the UPA government, the US on Monday said it will move forward on the nuclear deal with any dispensation in New Delhi -- even if it is in minority।
Assistant Secretary of State for South and Central Asia Richard Boucher said Bush administration will have no problem in dealing with a minority government as "minority governments are common around the world।"
"I don't have them off the top of my head, but I mean, minority governments are common around the world," he said।
"You can't say, 'Oh, well, we are going to stop dealing with you till the next election or until some new coalition or something। That's not for us to say," Boucher said commenting on the future of the nuclear deal if the UPA government fails to win the confidence vote in the Lok Sabha.
He said the US will continue to work with any legitimate government in India New Delhi to push forward the deal।
"If they have a legitimate government -- people who are empowered to run the government -- that's who we'll deal with," Boucher said।
"In terms of the United States and India, we deal with the legally constituted government of India -- whoever is running that government at the time, that's who we sign agreements with। So, that's not a problem for us," he said.
He said the Bush administration was ready to "go as far as" possible to see conclusion of the deal।
"We are going to work with the Indians, we are going to work with the Congress and we are going to take this as far as we can go," Boucher said।
"We are very excited by the prospect, we'll see what happens in the confidence vote, but however far the Indians could go, we are going to try to take it that far or further। So, that's what we are going to do," he said.
Asked about whether Prime Minister Manmohan Singh was little too late in pushing ahead with the deal, Boucher said it may not be "too late।"
"I guess what I'll say is it's never too late। This is not a deal between a government and another government. It's a deal between the United States and India -- it's good for India, it's good for the United States."
On whether main opposition BJP's contention that without parliamentary approval the UPA government does not have the moral right to conclude the nuclear deal, Boucher said "on our side, there is no legal problem or moral problem"।
"On their side there may not be a legal question, but there's always political questions and they're going to have to figure that one out themselves
"(But) As long as they are a duly constituted government, we are happy to deal with them," he said।
On the timeframe left for the 110th Congress to clear the deal, Boucher said the administration would try to push it and if the present Congress could not ratify it then the new Congress would take it up।
"As we move through, if we can move it to the point where the president can certify all the things that he has to certify, take the package and send it to Congress, we'll do that। If the Congress is in a position to act on it, I am sure they'll try to do that.
"So, I think, everybody wants to take it as far as we can. I can't promise what the US Congress will do, but if we take it to some point and times expires on this Congress, then the new Congress will have to take it up -- that's all you can say. So, that's our pledge."

UNPA, BSP, Left parties to vote against UPA Govt

New Delhi, 20: july The opposition to the Manmohan Singh Government gained further momentum ahead of the trust vote with the UNPA, BSP and the Left parties jointly declaring their resolve to go for the kill।
"Our one-point programme is to oust the UPA Government on July 22," declared BSP supremo Mayawati in the presence of CPI(M) General Secretary Prakash Karat and CPI leader A B Bardhan as also TDP leader N Chandrababu Naidu।
Echoing similar sentiments, Karat, who has vowed to make the Congress-led coalition bite dust on the issue of nuclear deal, said addressing a joint press conference, "we don't want the Government to remain in power after July 22।"
These parties have a combined strength of 85 MPs in the Lok Sabha।
Mayawati, who has emerged as the focal point in the moves to oust UPA Government and is being talked about as the next Prime Ministerial candidate by some parties like TRS and TDP, said that the parties would decide on the future strategy on July 23, a day after the trust vote।
The press conference came at the end of the intense consultations among UNPA leaders, Mayawati and Left parties on a day when there were good tidings for the combination with RLD supremo Ajit Singh declaring his support to their cause।
Atmosphere at the deliberations was buoyant and Mayawati was strident in her criticism of arch detractor Mulayam Singh Yadav and Amar Singh of the Samajwati Party, who till the other day were the leading light of the UNPA।
INLD's Ajay Chautala, AGP's Brindavan Goswami, Jharkhand leader Babulal Marandi and CPI leader D Raja were present at the meeting which devised the strategy to topple the UPA Government.

India lobbies on nuclear safety

Indian officials have met members of the world nuclear regulatory body in Vienna to discuss plans to safeguard India's civilian nuclear facilities।
The International Atomic Energy Agency's (IAEA) approval of the plan is a key condition for enacting a nuclear deal between India and the US।
Left-wing parties in India withdrew support for the governing coalition in protest against the deal।
The government says it is needed to meet soaring energy demands।
After Friday's meeting diplomats refused to comment publicly on how it went।
Delhi is under pressure from Washington to sign the accord before the US presidential elections in November।
India has to sign a "safeguards agreement" with the IAEA before it can go ahead with the deal।
Under the terms of the accord, India would get access to US civilian nuclear technology and fuel।
In return, Delhi would open its civilian nuclear facilities to inspection - but its nuclear weapons sites would remain off-limits।

SP Gen Secy Shahid Siddiqui quits, numbers game hops up

Desertions in Samajwadi Party on Saturday sent a jolt through a nervous UPA which struggled hard to cobble up 271 in Tuesday's trust vote but the likelihood of cross voting kept the government as well as the opposition on their toes।
The high profile SP general secretary and Rajya Sabha member Shahid Siddiqui, who came in support of the Indo-US nuclear deal ever since the UPA-SP tie up, quit the party and announced his decision to join rival BSP।
"For the last one month, I have been feeling uneasy over the nuclear deal। I am of the opinion that it is not in national interest. I have been opposing it for the last three years," he told reporters with UP Chief Minister Mayawati by his side after a meeting with her.
Siddiqui, also a journalist, said that he was taking this position heeding to the call of his conscience and would oppose the deal to the hilt।
SP, which has a strength of 39 Lok Sabha MPs, is already down to 35 with three rebel MPs -Munawar Hasan, Raj Narain Budholiya and Jai Prakash being joined by SP Baghel।
Though Siddiqui's resignation does not affect Samajwadi Party's numbers in Lok Sabha, it comes as a huge embarrassment to the party that is in the forefront in attempts to muster numbers for the UPA government in the trust vote on Tuesday।
Putting up a brave front, Congress on Saturday ruled out Prime Minister Manmohan Singh's resignation ahead of the trust vote, claiming he will sail through smoothly.

UPA has support of 285 MPs: Narayanaswamy

Madurai (DNS): Refuting criticisms of the CPI that the Congress was indulging in horsetrading to win the trust vote, Union Minister V। Narayanaswamy on Monday claimed the UPA government has the support of 285 MPs.
A minimum of 272 is required for a simple majority in the 543-strong Lok Sabha। Narayanswamy, Minister of State for Parliamentary Affairs, said the Congress would issue a three-line whip to its MPs to be present in Parliament on July 22 to vote in favour of the government during the trust vote.
Simlarly, the allies would also issue whip to their respective MPs to be present in Parliament, he told reporters here।
He claimed that the Janata Dal(S), Akali Dal, National Conference, some independents and small parties were supporting the government। "We expect 290 members to support the government. But it will not be less than 285 MPs who will support the Government."
He said there was no need for the government to bargain when it was confident of winning the trust vote. It was the Left which was critical of communal forces and had joined hands with BJP to oppose the Indo-US nuclear deal, he charged.

CBI Director's Pak visit cancelled after Kabul blast

New Delhi (DNS): The visit of CBI Director Vijay Shankar to Pakistan was cancelled following the car bomb blast outside the Indian Mission in Kabul and India accusing Pakistan of ISI's role in the same।
Shankar was slated to leave for Islamabad on Monday along with a team of officials from Home and External Affairs Ministries for a meeting with Pakistan's Federal Investigating Agency (FIA)।
This was a return visit of CBI Director as the FIA Director General along with a team had visited the CBI last year।
Though there was no official word about the cancellation of the CBI Chief's visit to Pakistan, sources attributed it to the heightened tension between India and Pakistan following the car-bomb attack on Indian Mission in Kabul that claimed the lives of four Indians including Defence Attache Brigadier R D Mehta and Counsellor Venkateswara Rao।
Preliminary investigations into the bomb blast pointed to Pakistan's ISI, which has been agitated over the presence of Indian mission in Kabul and consulates in other Afghan provinces including Kandahar.

Obama to end Iraq war; focus on Pak, Afghanistan

Washington, July 14: Vowing to pursue a new military strategy, Democratic presidential nominee Barack Obama on Monday promised to pull out the bulk of US forces from Iraq by mid-2010 so as to focus on Afghanistan and Pakistan, "where the Taliban is resurgent and Al Qaeda has a safe haven।"
"As president, I would pursue a new strategy, and begin by providing at least two additional combat brigades to support our effort in Afghanistan। We need more troops, more helicopters, better intelligence-gathering and more nonmilitary assistance to accomplish the mission there," he wrote in a stinging opinion piece in the New York Times.
"I would not hold our military, our resources and our foreign policy hostage to a misguided desire to maintain permanent bases in Iraq," the 47-year-old Senator from Illonis wrote while describing military interventions in Iraq and Afghanistan as "the greatest strategic blunder in the recent history of American foreign policy।"
Obama, who aspires to be the first black-American president said that ending the war in Iraq was essential to meet America's "broader strategic goals, starting in Afghanistan and Pakistan, where the Taliban is resurgent and Al Qaeda has a safe haven।"
"Iraq is not the central front in the war on terrorism, and it never has been," he said while quoting Admiral Mike Mullen, the chairman of the Joint Chiefs of Staff, to say that the US will not have "sufficient resources to finish the job in Afghanistan until we reduce our commitment to Iraq।"
Obama said the recent call by Iraqi Prime Minister Nuri Kamal al-Maliki for a timetable for the removal of American troops from Iraq presented an enormous opportunity.

Bardhan accuses UPA of horsetrading

NEW DELHI: With political parties bracing themselves for the trust vote, CPI general secretary A B Bardhan on Monday accused the Congress-led UPA of horsetrading and alleged that the going rate of an MP was Rs 25 crore।
"No one has principles anymore। It is not a question of few crores but Rs 25 crore for horsetrading," Bardhan said addressing a meeting to launch Left parties' nationwide campaign against the government.
"I have never seen Rs 25 crore in my lifetime. I am sure that none of you (audience) have seen it either," the top CPI leader said.

UPA obsessed with nuke deal, has not kept its promises: Left

NEW DELHI: The Left parties on Monday launched a nationwide campaign to explain to people the reasons that prompted them to withdraw support to the UPA government which, they alleged, "failed" to keep promises due to its "obsession" with the nuclear deal।
Top Left leaders addressed a meeting here where they cited the UPA's "failures, including rising prices and inflation, surrendering of national interest, and unkept promises with regard to the Common Minimum Programme (CPM)"
The leaders "vigorously" attacked the government for its "refusal" to take appropriate steps to tackle the "runaway" inflation and "back-breaking" price rise।
The campaign was launched to explain to people the reasons for withdrawing support besides "explaining the UPA's pro-American and anti-people policies which are resulting in price rise and other problems," CPM General Secretary Prakash Karat said।
The Left parties are trying to rally other democratic and secular forces "who do not want either the Congress or BJP to be the only alternative"।
In the course of the campaign, he said the Left will also place before the people an alternative to meet energy requirements for development and for putting an end to the economic policies pursued by the Government which are "harmful to farmers, rural poor, workers and other sections"।
Karat said the Government and the Congress wanted to fulfill their promise to US President George W Bush। "It is their primary aim and not tackling inflation or price rise."
Karat said, "Nuclear deal and price rise are the issues on which we withdrew support"।
Plans are afoot to field top leaders, who will crisscross the country, to attend public meetings and rallies organised in major towns in all states।
The focus of the campaign will be on youth as the "cream of the country" needs to be educated on the "ill-effects" of the nuclear deal and other problems facing the country।
Meetings will be organised at all major centres as well as in towns and villages। Pamphlets and handbills will be published.
The false claims and assumptions made by Government will be exposed and real facts will brought before them, a senior Left leader said।
The campaign plank will be anti-imperialism and defence of the country's sovereignty, anti-communalism and defence of secular domestic polity and protection and improvement of common people's livelihood against attack of big business.

Mukesh Ambani meets PM

New Delhi, July 14: With UPA government's new found ally Samajwadi Party gunning for Reliance Industries, the company head Mukesh Ambani on Monday met Prime Minister Manmohan Singh and a host of other senior government functionaries to explain how demands for levy of windfall tax was bad economics।
Ambani first met Singh and there were unsubstantiated reports that he followed this with a meeting with Congress President and UPA Chairperson Sonia Gandhi।
Flying in from Mumbai this morning, Mukesh started a series of meeting with top bureaucrats, including a call to Cabinet Secretary K M Chandrasekhar।
Ambani's visit assumes importance in the wake of Amar Singh raising a number of issues, including a demand for withdrawal of EOU status for RIL's Jamnagar refinery along with a suggestion that Prime Minister should intervene to bring peace between Mukesh and younger brother Anil।
Sources said Ambani pleaded that the demand for levy of so-called windfall profit tax on private firms was no more than a populist slogan based on the misleading logic that with rising prices of oil across the globe, these companies are making profits far in excess of what they legitimately deserve।
While Government shares production from oil and gas fields and is a beneficiary of high oil prices, the refinery business is highly cyclical and with new capacities coming on stream world over margins will decline precipitously।
Ambani is believed to have told policy makers that fiscal revenue gain from a WPT would be short-term in nature, but the economic costs of introducing an unstable fiscal regime could be long lasting।
Ambani is believed to have told policy makers that during boom periods of business cycles diverse sectors enjoy high returns like the IT boom in the late 1990s, but a WPT was not even contemplated for them।
Presently, many domestic natural resource-extracting entities in non-oil sectors have also benefited financially from the unprecedented global commodity boom। Will it be justified to impose WPT on them, he asked.
The US imposed a WPT in 1980 but repealed it in 1988 as it led to increased dependence on imported oil and gross revenue gains were significantly less than anticipated।
Ambani is believed to have stated that the current high crude oil price has led to an unprecedented increase in supply and service costs raising both exploration and development of oil and gas by a factor of 3 times over the last 3-4 years।
In economic terms, taxes such as WPT increase marginal production costs, and profit maximising firms respond to it by reducing output and raising prices।
Imposing WPT could have several adverse economic affects। If imposed as an excise tax, the WPT would increase marginal production costs, reduce domestic oil production and increase the level of oil imports.
Windfall profit tax is a tax on actual profit or profit margins। If levied on actual profit then it would need to take into account the capital invested, asset base and similar parameters while if levied on profit margins it was necessary to look at margins of other businesses especially during boom periods.
Refining business, Ambani is believed to have argued, is cyclical in nature. Product deficits catalyses expansion plans. But as new capacities come on stream, refining margins decline precipitously. Also, refining needs large and continuous investments just to meet stringent clean fuel specifications and stay in business.

Dog meat off the menu during Beijing Olympics

BEIJING - Canine cuisine is being sent to the doghouse during next month's Beijing Olympic Games।
Dog meat has been struck from the menus of officially designated Olympic restaurants, and Beijing tourism officials are telling other outlets to discourage consumers from ordering dishes made from dogs, the official Xinhua News Agency reported Friday।
Waiters and waitresses should "patiently" suggest other options to diners who order dog, it said, quoting city tourism bureau Vice Director Xiong Yumei।
Dog, known in Chinese as "xiangrou," or "fragrant meat," is eaten by some Chinese for its purported health-giving qualities।
Beijing isn't the first Olympic host to slap a ban on the dish।
South Korea banned dog meat during the 1988 Seoul Olympics by invoking a law prohibiting the sale of "foods deemed unsightly।" After the Olympics, the ban was not strictly enforced.
Dog meat is also eaten in some other Asian countries, including Vietnam, the Philippines and Laos.

Centre targeting me at SP's behest: Mayawati

Stung by a fresh CBI affidavit in a disproportionate assests case, Bahujan Samaj Party chief Mayawati on Saturday hit out at the Centre for "targeting" her at the behest of arch rival Samajwadi Party, but refused to divulge her strategy in the crucial trust vote on July 22।
The Uttar Pradesh chief minister also accused the Congress-led coalition of treating SP chief Mulayam Singh Yadav with kidgloves despite a similar case pending against him and his family, and wondered, "What is the political pressure behind this?"
Addressing a press conference in the backdrop of the fresh move by the CBI against her, Mayawati was not at her combative best but sounded persuasive, and alleged that she was a victim of a "media trial"।
"The Congress-led United Progressive Alliance should not be under any illusion that we will be intimidated and come under their pressure," Mayawati said but sidestepped questions over her party's stand on the trial of strength of the Manmohan Singh ministry on July 22।
Inspite of questions like her reported attempts to break Samajwadi Party MPs and about her strategy in the trust vote, her refrain was that she would hold a separate press conference to announce her decision।
Singling out the CBI director for attack, she said that filing the affidavit soon after her party's withdrawal of support to the Centre and before the trust vote, brings the action of the premier investigative agency under the "needle of suspicion".

Swaminathan for N-deal; feels concerns on Hyde Act be addressed

Chennai, Jul 12 (DNS) Noted agricultural scientist M S Swaminathan has backed the Indo-US nuclear deal and IAEA Safeguards pact asserting that they were "unique" and would help India to end its nuclear isolation।However, he asked the government to resolve the deadlock by addressing Opposition parties' concerns relating to the Hyde Act with a counter legislation.
Swaminathan (83) who fondly recalls his close association with Homi Babha, the father of Indian nuclear programme, when he worked with him on radiation genetics in the 50s, said the IAEA-India Safeguards Agreement text made clear that India has the option to designate its nuclear plants for inspections।
"The text ensures that the designated plants are devoted to produce nuclear power and importantly they (IAEA) said that you can designate your own plants for use of other purposes।
"This is a real concession because after 1974 and 1998 nuclear tests, a host of countries have imposed sanctions against India," he told in an interview here today।
"Therefore this agreement is quite unique in that respect. There is no precedent. I would like our nuclear isolation to be ended and see old Nehruvian commitment of nuclear weapons free world. I would like to see the peaceful use of atomic energy. End our nuclear isolation as it is not good for a country with 1.13 billion people to remain out of the nuclear mainstream," he said.

New Delhi, July 11: Mahatma Gandhi inspires US Presidential hopeful Barack Obama and he flaunts it by having a portrait of India's Father of the Nation at his Senate office।
The Democratic Party candidate has spoken highly about Gandhi, saying the apostle of peace reminds him about the real message of life।
"Throughout my life, I have always looked to Mahatma Gandhi as an inspiration, because he embodies the kind of transformational change that can be made when ordinary people come together to do extraordinary things," Obama has told a leading magazine in an interview।
He cites this as the reason for having Mahatma Gandhi's portrait in his Senate office। It is "to remind me that real results will come not just from Washington -- they will come from the people." Obama is also said to be a believer in Lord Hanuman and keeps his statue as a lucky charm.
He talked about the rural development work his mother did in India and said he was "fortunate" to have close Indian-American friends.

I am OK with Indo-US nuke deal: Obama

New Delhi, July 11: US Presidential hopeful Barack Obama has supported the Indo-US nuclear deal, saying it balances a range of important issues and he is "reluctant" to seek changes in the agreement।
The Democrat candidate, who initially had some reservations about the "original agreement", hoped the deal would be concluded before the end of the year।
The nuclear agreement effectively balances a range of issues -- from America's strategic relationship with India to its non-proliferation concerns to India's energy needs, he said।
"I am, therefore, reluctant to seek changes," the Democrat candidate told 'Outlook' magazine in an interview।
Asked whether the deal would be reopened or scrapped if it isn't clinched this year and he became the President next year, Obama said "A final judgement on the deal ... must await the IAEA's approval of a safeguards agreement with India and changes to be agreed (upon) by the Nuclear Suppliers Group। At that point, the US Congress will decide whether to approve the agreement. I continue to hope this process can be concluded before the end of the year."
His comments discount the possibility of renegotiation of the deal if the Democrat administration assumes power in the US after the George W Bush regime.

UNPA to oppose trust vote in Lok Sabha

NEW DELHI: In a major setback to the UPA, the eight-member United National Progressive Alliance (UNPA) on Friday decided to oppose the confidence motion in Lok Sabha, says TDP leader K Yerran Naidu।
Earlier the UPA government had expressed confidence of numbers after meeting its allies on Friday। The alliance is to face the vote of confidence on July 22. A special session of Parliament will be held on July 21.
Congress President Sonia Gandhi had said the party welcomed the support of Samajwadi Party and that it was ready to face a trust vote।
"The UPA government wishes to seek a trust vote as early as possible। A special session of the Lok Sabha will be convened soon," said the Congress President.
"Before the Left withdrew its support, the PM had said that he would not operationalise the agreement without taking Parliament into confidence। We stand by that position," she had said.
The Congress had been dealt a blow when Vaiko's MDMK declined to support it on the nuclear deal issue soon after the Left withdrew support to the UPA government.

CBI claims Arushi murder cracked, names 3 killers

Noida: Dr Rajesh Talwar, father of slain teenager Arushi Talwar, is to be released on personal bond on two sureties of Rs 5 lakh each।
The Central Bureau of Investigation (CBI) said that there is no evidence against Dr Talwar and so can be released under Section 169 of the Code of Criminal Procedure।
Dr Talwar's brother Dinesh Talwar and family friend Arun Mittal filled in two surety bonds by submitting their car papers।
Court order for Dr Talwar's release is expected shortly। However, it is unlikely that he''ll be released on Friday as his lawyers won't be able to present the papers to the jail authorities on time.
He was arrested as a prime suspect in the double murder case of Arushi and domestic help Hemraj।
Arushi and Hemraj were murdered on May 15 and a few days’ later Noida police arrested Dr Rajesh Talwar claiming he was the killer।
The case was later handed over to the CBI and after more than a month, on Friday the agency in a press conference claimed to have solved the case।
Joint Director, CBI, Arun Kumar claimed that Dr Talwar’s medical assistant Krishna, Durranis domestic help Rajkumar and another domestic help Vijay Mandal were the killers।
Krishna and Rajkumar have been sent to 14 days of judicial custody.

NDA may urge President to intervene

New Delhi: The National Democratic Alliance led by the Bharatiya Janata Party has decided that it would approach President Pratibha Patil for her intervention if a date for a special session of the Lok Sabha is not announced by Thursday to enable the government to seek a trust vote।
A meeting of NDA leaders was convened at the residence of the Leader of Opposition in the Lok Sabha, L।K. Advani, here on Wednesday to discuss the political situation after the withdrawal of support to the United Progressive Alliance government by the Left parties. Mr. Advani told The Hindu that the BJP would be active in ensuring the defeat of the government on the floor of the House.
BJP leaders claimed that the entire NDA, comprising the Shiv Sena, the Akali Dal, the Janata Dal (United) and the Biju Janata Dal – all these parties were represented at the meeting — would vote solidly and unitedly against a trust motion by the government।
However, agency reports quoted Akali leader S।S. Dhindsa as saying that his party would take a final view on what it would do during such a vote at a meeting on July 15.
Immediately after the meeting, BJP deputy leader in the Lok Sabha V।K. Malhotra said the NDA had “unanimously demanded that the government should seek a vote of confidence as it has no moral or legal right to continue after withdrawal of support by the Left.” “If a date for a special session of the Lok Sabha is not announced by tomorrow, we would go to the President to ask her to direct the government to seek a confidence vote”.
Ms। Sushma Swaraj said the government had been reduced to a minority and it should demonstrate its majority in Parliament. It had no right to take further steps on the nuclear deal while it is in a minority, she added.
BJP vice-president Mukhtar Abbas Naqvi charged the Samajwadi Party was “misusing the name of former President A.P.J. The Sinhastha Kumbhamela

By far the most spectacular of all the events, the Kumbh Mela is a religious festival that occurs once every 12 years, and is celebrated in four major pilgrim centres around the country। In Maharastra, the festival is held in Trimbakeshwar, Nashik. The Nashik Kumbh Mela is generally acknowledged to be the most sacred of all the festivals.
Why every 12 years?
Amrut had to be saved from Danavas। So Gods had to hide it at different places - Swargalok, Mrutyulok and Patallok. Gods were on Mrutyulok (earth) for twelve days. Gods twelve days are equal to 12 years for Mrutyulok . Thus Gods were on earth for 12 years with Amrut. Hence every 12 years Kumbha Mela is celebrated at the four places, where a few drops of Amrut had fallen.
Where and when?
Kumbha Mela is a mammoth fair where saints and devotees gather। Kumbha Mela is celebrated at the aforesaid four places depending on the positions of planets and stars।
When Jupiter (Guru) and Sun are in zodiac signLeo(Simha Rashi) it is celebrated in Trimbakeshwar, Nashik।
When Sun is in zodiac sign Aries (Mesha Rashi) it is celebrated at Haradwar When Jupiter is in zodiac sign Taurus (Vrishabha Rashi ) and Sun is in zodiac sign Capricorn (Makar Rashi) Kumbha Mela is celebrated at Prayag When Guru and Sun are in zodiac sign scorpio (Vrishchik Rashi) the Mela is celebrated at Ujjain।
Recognizing the importance of the Sinhastha Kumbha Mela Shri Shankaracharya appealed the disciples of his Vaidik Dharma to assemble at the time of Sinhastha Kumbha Mela। Following his appeal, till now devotees, pilgrims, and people of various sects and religions gather together for Kumbha Mela.
In Kruta Yuga, Durwas Rishi saw Indra - the King of Gods - sitting on elephant Airawat। Durwas was pleased to see Indra and presented him a chain. However Indra did not accept the present . It fell down and was trodden by elephant Airawat. Durwas Rishi got upset due to this and cursed Indra. As an effect of the curse, all Gods lost their powers and had to often lose a battle against Danavas (Demons). So all Gods including Brahmadeva surrendered themselves to God Vishnu to get back their power. Vishnu suggested them to approach Danavas and persuade them to perform Samudra Manthana (churning of the sea). He said Samudra Manthana will bring out Amruta , which will bring back your power and you will not be efeated by Danavas. So Samudra Manthana was carried out.
One of the many precious things that arose from the depths of the troubled waters was a pot of nectar (Amrit Kumbh)। Lord Vishnu, disguising himself as an enchantress ( Mohini), seized the nectar from the demons. While fleeing from the evil ones, Lord Vishnu passed the nectar on to his winged mount, Garuda. The demons finally caught up with Garuda and in the ensuing struggle, a few drops of the precious nectar fell on Allahabad, Nashik, Hardwar and Ujjain. Since then, the Kumbh Mela has been held in all these places, every 12 years.
Another story is that once all the Teerthas went to Adinath Bhagwan Shankara । Following Bhagwan Shankara’s order they had been to Mrutyuloka (earth) to save sinners on earth. Teerthas absolved the sinners on the earth, but were themselves saturated with others’ sins . They requested Bhagwan Shankara to free themselves from sins. Shankara asked them to go and live in solitude for one year at the bank of river Godavari. Shankara promised the Teerthas that he himself, with all other Gods will also stay with them . After taking bath in the sacred water of Godavari, they will be free from the sins.
Hence during the Kumbha Mela a dip in Godavari river has attained a great importance। In Shiva Purana there is a story explaining the importance of Sinhastha Kumbha Mela. Gautama Rishi got salvation of his cow-killing sin from Lord Shankara after a long penance. Then the river Ganges descended down on the earth. After some time she wanted to go back to her home place. However the Rishis and Gods gathered there and requested her to stay back on the earth for the prosperity of the earth. She agreed to stay back only after taking a promise from Lord Shankara that all the Rishis present there and all Gods will stay with her. Then only she will stay back. Gods and Rishis promised her that during the period, when Jupiter and Sun will be in the zodiac sign Leo (Simha Rashi), they will all stay on the earth.
In later years , it is said , acknowledging importance of Kumbha Mela Lord Rama with his Guru Kashyap stayed and lived for one year in Trimbakeshwar. During this period he performed all the religious rites like yatra, shraddha etc near kushavarta
Akhadas
There are different dwelling places for different sects। They are called “Akhada”. The names of these Akhadas are - Shree Niranjani , Shree Junadatta (Bhairav),Shree Mahanirvani, Shree Atal, Shree Avahana, Shree Anand, Shree Pancha Agni, Shree Nathpanthi Gorakhnath, Shree Vaishnav Bairagi, Shree Udasini Panchayati Bada, Shree Udasini Naya, Shree Nirmal Panchayati etc. They have been established at different times and worship their own deity.
Leaders of the different sects have arrived at a consensus to follow a specific sequence for taking bath। E.g. In Haridwar Mela, Niranjani Gosawi will take bath first and then Nirwani Gosawi will bathe. In Trimbakeshwar, first Niranjani Gosawi will take bath and after they leave Kushawarta Teertha, Nirvani Gosawi will take bath . After them the old Udasee sadhu followed by new Udasee Sadhus will take bath.
The Nashik Kumbh Mela is a mammoth affair with over three and a half million people attending it. Thousands of Sadhus and holy men and millions of pilgrims immerse themselves in the holy Ramkund and Kushavarta reservoirs. The peak festival days are August 14 and 25 and September 8 and 20. During the Kumbha Mela, Nashik City and Trimbakeshwar are in a fantastic festive mood. The festive and religious mood makes people get away from their daily chores and experience the spiritual ecstacy.

Mumbai riots: Sena leader Sarpotdar gets 1 yr jail

Mumbai, July 09: A special riots court here on Wednesday sentenced former MP and Shiv Sena leader Madhukar Sarpotdar to one year in prison in connection with the 1992-93 Mumbai riots।
Beside Sarpotdar, two others – Ashok Shinde and Jayant Parab - have also been convicted and sent to one year in jail under Section 153 of Indian Penal Code for inflammatory speech and inciting violence and enmity between two religious groups।
The court also slapped a fine of Rs 5000 on each। The court also acquitted three more accused in the same case.
However, sentences have been suspended till August 16 to enable the accused to appeal before the Sessions court। Sarpotdar and others got bail soon after the court pronounced the sentences.
On December 27, 1992, Sarpotdar had led a mob of 5,000 people from Ganesh Utsav Samiti Mandal in sub-urban Kherwadi area।
Earlier, Magistrate R C Bapat Sarkar completed hearing the defence and prosecution's arguments and had set today’s date for announcing the sentences।
According to the prosecution, the mob had chanted anti-Muslim slogans and held placards that read "terror of Shiv Sena is the only saviour for mankind," leading to stone pelting in the area।
The prosecution further argued that the procession was to gain political mileage under the garb of religion and it violated the order of the Police Commissioner, restricting the Assembly of more than five persons for security reasons।
The defence advocate, however, argued that it was only a religious procession, which did not require permission from the Police Commissioner।
"The incident occurred in the afternoon of December 27 and the FIR was registered on the night of December 29," advocate Bagoria appearing for Sarpotdar argued yesterday.

Amar Singh gives President list of SP MPs

The Samajwadi Party on Wednesday handed over its letter of support for the United Progressive Alliance government to President Pratibha Patil [Images], shortly after the Left met the latter to formally communicate that they were no more with the ruling alliance।
"The list of MPs given to the President contains the names of all those who had contested on the party symbol," SP general secretary Amar Singh told reporters after meeting the President along with another party general secretray Ram Gopal Yadav।
All the names given in the list will follow the party whip in Parliament, Amar Singh said।
He, however, evaded giving the exact number of MPs। He also said he had spoken to the suspended SP MP Beni Prasad Verma on Wednesday morning and he had assured him of his and of another suspended MP Atiq Ahmad's support to the Congress.
Replying to a question, the SP leader said the letter had been given just to reiterate the party's support to the UPA government given at the time of its formation।
Amar Singh said he just wanted to remove any confusion from public's mind, as his party had once decided to withdraw support to the UPA government after certain political developments in Uttar Pradesh, but anyhow it had not sent the letter of support withdrawal to the President at that time।
The SP, which has 39 MPs in the Lok Sabha, though some of them are reported to have rebelled, will play a crucial role in a vote of trust in Parliament.

Sarpotdar granted bail

Shiv Sena leader and former MP Madhukar Sartpotdar has now been granted bail।
He was sentenced to a year's rigourous imprisonment in context to the 1992-93 communal riots, today।
A special magistrate's court passed the judgement against the Sena leader today।
On December 27, 1992, Sarpotdar led 5,000 people from the Ganesh Utsav Samiti Mandal, in Bandra।
He also delivered an offensive anti-Muslim speech, which turned the mob violent.

Shootout in East Delhi

BOLLYWOOD STYLE gang war woke up residents of Seelampur area as gangsters went on a shooting spree killing three men from two different gangs late last night barely 50 metres away from the police station।
Shamim Chaudhary, a 'bad character' of the area with over a dozen cases against him, was shot dead by two unidentified motor-cycle borne assailants who were also gunned down by members of Chaudhary's group while fleeing।
According to the police, at the time of the incident Chaudhary, who worked as a property dealer, was standing near the Central bank outside his house.

SP not to join government: Mulayam

Party president Mulayam Singh Yadav says they will only provide outside support to the Government-
New Delhi: The Samajwadi Party will extend legislative support to the ruling United Progressive Alliance (UPA) but will not be a part of the government, party president Mulayam Singh Yadav announced here Tuesday।
There is no question of joining the government, Mulayam Singh told reporters, shortly after the four Left parties withdrew their legislative support to the government over their differences on the India-US nuclear deal।
He asserted that all 39 Lok Sabha MPs from his party would vote in favour of the Congress-led government if there was a confidence vote। There was no question of divisions in his party over the decision, he added.
All the Muslim MPs have attended the meeting and they are in favour of the nuclear deal, Mulayam Singh added।
The UPA government is likely to face a floor test later this month as the Communist Party of India-Marxist (CPI-M)-led Left parties on Tuesday announced their decision to withdraw their backing to the government।
Government sources said there could be a parliament session beginning July 21, during which Manmohan Singh would seek the confidence of the house।
The Left parties, which have 59 MPs, are expected to go to President Pratibha Patil Wednesday noon to present her with the letter of withdrawal. They also have the support of two more MPs from the Kerala Congress-J.

Time short for Indo-US nuclear deal

The White House today warned that time was running short to ratify the US-India civilian nuclear agreement during US President George W Bush's term, which ends in January।
Speaking on the eve of Bush's talks with Prime Minister Manmohan Singh in Toyako, spokeswoman Dana Perino said the US Congress have "a limited number of legislative days।"
"We've maintained a strong commitment to carry on our side of the deal, and obviously India has had a lot of discussion among its political parties," she said।
"We'll have to see what he's able to bring on the India civil nuclear agreement," she said।
"It could be that he's ready to move forward, but it also could just as likely be that they have a little bit more work to do।"
Singh yesterday arrived in Toyako, where he was expected to tell Bush he will move ahead on the stalled nuclear cooperation accord despite tough opposition।
Singh and Bush in 2005 unveiled an agreement to share civilian nuclear technology; a deal that when finalised would see India entering the fold of global nuclear commerce after being shut out for decades.

most wanted bank robber killed

The crime branch on Sunday night gunned down one of the most dreaded bank robbers in the recent past at Chembur। Ramesh Upadhyaya alias Dabbu, 35, who has about 40 cases (21 of them of bank robberies) registered against him at various police stations across Maharashtra and Karnataka, was killed in an encounter by the property cell of the crime branch near Diamond Garden in Chembur around on Monday.
Upadhyaya, who police say could easily be branded as the most successful bank robbers of all time, had a unique modus operandi। He always robbed banks where women were the majority staff, as they offered little resistance. He always struck in the mornings as soon as the banks opened and never robbed a bank after the 10th of a month.
Says an officer with the property cell, “He was a very shrewed guy who meticulously planned his robberies। He first properly surveyed his targeted. Smart as he was, he would enter a bank wearing good clothes and a tie. He would then find out about the security, staff strength and escape routes at the bank.”
“He would strike early morning as the bank staff would still be settling in and would be caught by surprise। He would also rob only between first and 10th of a month as banks have maximum cash during that time,” he added.
Upadhyaya also always stole a vehicle for the crime and then abandoned it, so that no one could trace him। “He once stole a Mercedes to commit a robbery,” said an officer with the property cell. “He was a fantastic driver and thus never took a chance with anyone else on the wheels. He would drive very fast and beat any chase,” said the officer.
On Sunday night, when he was gunned down, Upadhyaya had come to do a recce of Oriental Bank of Commerce in Chembur. “The officers of the property cell under senior inspector Arun Chavan received information that he was going to come there. They accordingly laid a trap and as soon as he arrived they asked him to surrender. He, however, fired at the police. In the retaliating fire by the police, Upadhyaya was killed,” said Crime Branch chief Rakesh मारिया
Son of a peon in Ghatkopar’s Jhunjhunwala College, Upadhyaya rose fast in his gang and on the crime ladder। Upadhyaya’s father, Shivshankar Upadhyaya, shifted to Mumbai with his family from Jaunpur district in UP in the early ‘80s.
The smartest and most intelligent of all his siblings, Upadhyaya quit studies after class IX and started selling handkerchiefs and scarfs on footpaths in Ghatkopar। It was during this time in 1994 that he came in touch with members of Katta Shekhar Gang and Ashok Jiwani, an infamous robber himself. “Jivani found Upadhyaya really smart and fit to be a member in his gang. He took him under his tutelage and intially used him only as a person who conducted reconnaissance of potential robbery targets. However, with his intelligent planning and meticulous execution of robberies, Upadhyaya soon grew through the ranks in the gang and even dwarfed Jivani so much so that the gang was now called Dabbu gang. He became the brain behind the gang while Jivani lied low,” said the officer.
Upadhyaya was first arrested by Pantnagar police in connection with a bank robbery in 1994। He was soon released on bail and this time started his operations on large scale spreading across Maharshtra and even Mangalore and Bangalore.
In 2006, while robbing Punjab and Maharashtra Co-operative bank in Airoli, a brave sub-inspector named Babasaheb Adhav tried to stop him but was shot dead by Upadhyaya. His gang also killed a constable before running away with lakhs of rupees. In 2008 the gang committed three bank robberies in Pune. Police estimate Upadhyaya has committed robberies worth several crores of rupees. His brother, Avdhesh had earlier been killed in a similar encounter by the crime branch.

Members had warned RWITC

After fire gutted the third floor of the members stand at the Mahalaxmi race course on Thursday night, some members of the Royal Western India Turf Club (RWITC) that manages the race course have said that they had warned the fire brigade and the club itself that the building lacked fire-fighting systems।
The members' stand, a hundred-year old colonial structure made of stone, concrete and wood was built as an open stadium for watching the races। However, when sections of the three floors were proposed to be converted into cafeterias and air-conditioned lounges, some worried members had written to the fire brigade to find out whether the floors had fire-fighting systems, including fire alarms, in place.
Some RWITC members have now claimed that fire and smoke alarms have still not been installed and that if fire protection installation had been in place, the damage to the building would not have been as extensive as it was।
Between January and April 2002, a member had written several letters to the chief officer of the Mumbai fire brigade warning the air-conditioned lounges and the cafeterias could be fire hazards। Members had even said that the lounges could hinder movement of spectators in case of an emergency. The fire brigade had conducted an inspection of the premises after the warnings.
Earlier in November 2001, another member, major (retd) S K Lamba who was allotted space on the third floor to construct a lounge and cafeteria wrote to the fire brigade asking whether fire experts had cleared the proposal to construct the lounges as the structure was classified as a 'special building' under the city's development control rules as it was meant to be only a stadium। "If fire-fighting equipment had been installed in the building, the damage due to the fire would not have been so great," said Lamba.
Though no lounges were built on the third floor subsequently, liquor baron Vijay Mallya and industrialist Cyrus Poonawala have lounges on the first two floors। Each floor of the stand, including the lounge can seat around 300 people.
Confirming the lapses on the part of the committee even though there were concerns shown by the members, Vivek Jain, a RWITC's committee member said: "Since it is a heritage structure, we did not put in place a fire fighting system, but now after restoring the structure, we will ensure that this is not repeated। We were fortunate that the fire did not spread to other floors and in the stable area."
Though the cause of Thursday's fire is still not known, eye witnesses who had visited the building on the day the fire took place said that water-proofing work was going on in the building। The material used for the water-proofing work was bitumen, a highly inflammable material. "The bitumen was lying on the third floor and was being heated on gas stoves," said a RWITC member who had visited the building on Thursday.
Anil Sawant, chief fire officer said, "At this stage, it is difficult to predict the reasons for the fire। We are in the process of recording statements of club members and employees. We will gather proof from the scene of the accident to investigate the reasons. If we find anything suspicious, we will carry out a few forensic tests. The primary reason should be known within the next two or three days."
The race season is expected to begin in November and since the monsoon has set in, it is doubtful whether the member's stand would be restored by then.

5 reasons to hold off on the iPhone 3G

Yes, I'm one of those guys who wait in line the day a shiny new gadget goes on sale, and the iPhone 3G is one of the shiniest gadgets of all। But while I'll be out there waiting in the wee hours of July 11 (it's my job, after all), the rest of you should think twice before losing sleep on launch day. Here's why.
1. Shortages are unlikely
Remember last year, when we all got in line early for the iPhone because we were afraid it would sell out? Well, that didn't quite happen। Yes, individual AT&T stores sold out quickly, but many Apple stores had plenty of iPhones in stock in the days and weeks after the big day. (Indeed, there weren’t any serious iPhone 1.0 shortages until just recently.) Also, word of hundreds of massive overseas shipments bound for Apple (which began arriving as early as March) leads me to believe that there's a healthy supply of iPhone 3Gs on hand. So if you're worrying about a Wii-like shortage of the iPhone 3G, well ... I wouldn't.
2. Chaos on Day One
Unlike last year, customers won't be able to activate their new iPhones over iTunes—instead, clerks will have to activate them in the store, contracts will have to be signed on the spot, and new AT&T subscribers will have to undergo credit checks। It could take a good 10-15 minutes per customer—and that's if things go smoothly. It'll be a new process for everyone—especially for Apple Store employees, who aren't accustomed to processing cell phone contracts—so I'm anticipating (dreading, actually) a train wreck next Friday. Even if you're dying to lay hands on the iPhone 3G, you might want to wait a week or so until they get the kinks worked out.
3. 32GB iPhone 3G on the horizon
I was keenly disappointed when Steve Jobs didn't unveil a 32GB iPhone last month—indeed, all we got were 8GB and 16GB versions, and I'd personally like an iPhone that I could cram with as much music and video as I can stand। Here's the thing, though—a 32GB iPhone 3G is probably coming within the next six months, if not sooner (well, that's my guess). If I wasn't buying the 16GB iPhone 3G for Yahoo! Tech, I'd probably sit tight and wait for the 32GB version to arrive.
4. Best new iPhone features are coming to the original iphone
Yes, the iPhone 3G will be getting GPS and, of course, 3G—but for now, you can't download music tracks over AT&T's 3G network or access AT&T's streaming video service। For me, the most exciting thing about the new iPhone is the upcoming App Store, which will be stocked with scores of 3D games, chat clients, productivity apps, RSS readers, you name it—and the App Store will be available July 11 as a free upgrade to the old iPhone. That'll keep you busy till the 32GB iPhone comes out.
5. The HTC Touch Diamond
I've seen the future of cell phones, folks, and it's called the HTC Touch Diamond. 10 killed in blast at Pak's Lal Masjid

Islamabad:
Nine policemen and a civilian were killed and 25 persons were injured in a massive explosion near the controversial Lal Masjid, minutes after thousands of Islamic hardliners demanded the public hanging of President Pervez Musharraf at a meeting to mark the shrine's storming by the Pakistani military।
The powerful blast, which was heard from several kilometres away, occurred as a large crowd of slogan-shouting and flag-waving people, including madrassa students and outlawed extremist groups like the Sipah-e-Sahaba and Jaish-e-Mohammed, began dispersing at about 7।50 pm.
Witnesses said the explosion occurred in the vicinity of a petrol station near Melody Market, which is adjacent to the Lal Masjid and created panic among the people who ran back towards the mosque।
Body parts and pools of blood lay strewn all over the area, which was cordoned off by the police।
A high alert was declared in Islamabad while an emergency was declared in all hospitals in the capital।
The blast targeted the site where a large number of policemen had gathered as part of the security arrangements for the meeting where several clerics made hard hitting speeches criticising the arrest of former Lal Masjid cleric Maulana Abdul Aziz as well as the government's plans for reforming madrassas.

Sensex up 260 pts in early trade

The Bombay Stock Exchange benchmark Sensex rose by 260 points in early trade on Monday on sustained buying by funds in heavy-weight stocks।
The 30-share index, which had gained nearly 360 points in the previous session, shot up by 259।80 points, or 1.93 per cent to 13,713.80.
The wide-based National Stock Exchange index's Nifty regained the 4,100 points mark by gaining 85।55 points to 4,001.55.
Marketmen said easing of tension on the political front and firming trends at other Asian stock markets mainly enthused the trading sentiments here।

Indian Embassy attacked in Kabul, 4 Indians among 41 killed

Kabul, July 7: A suicide car bomber rammed two diplomatic vehicles entering the Indian Embassy in Kabul on Monday, killing 41 people and wounding 141, Afghan authorities said।
Five Indians, including a Brigadier-rank defence attache and an IFS officer, were killed in the suicide attack।
India is rushing a high-level team, headed by Nalin Surie, Secretary (West) in the Ministry of External Affairs, to Kabul to assess the "emergency" situation there।
Defence Attache Brigadier R D Mehta and Counsellor Venkateswara Rao were killed when the suicide bomber targeted the Embassy early Monday morning, External Affairs Minister Pranab Mukherjee told reporters in New Delhi।
The two other two Indians killed in the attack were identified as ITBP personnel Ajai Rathore and Roop Singh।
A fifth employee of the Indian Embassy Niamutullah, killed in the blast, was a local Afghan।
The Taliban have vowed to step up their campaign of suicide bombings this year, graphically demonstrating that despite the increase in foreign troops in Afghanistan and more trained Afghan forces on patrol, the militants are far from defeated।
"I saw wounded and dead people everywhere on the road," said Danish Karokhil, the head of the independent Pajhwok news agency, whose offices are close by।
"The target was the diplomatic vehicles। They were trying to get inside the embassy when the suicide car bomber attacked them," he said.
Health Ministry spokesman Abdullah Fahim said 28 people were killed and 141 wounded, but a senior police official later revised this to 41 dead।
"More than 10 people are in a very critical condition। At least one woman and one baby were killed. At least three babies were wounded and women, children, military personnel and civilians are among the casualties," Fahim said.
The two embassy vehicles were destroyed by the blast, but it was not clear if those inside were among the casualties। India has close relations with the Afghan government and is funding and building a number of large infrastructure projects, but had no diplomatic ties to the Taliban when they ruled the country.
The gates of the embassy were blown off and the walls and buildings inside the compound were also damaged by the force of the blast, said an Indian diplomat who declined to be named।
"We fear that there may be casualties among our personnel and are ascertaining full details," the Indian Foreign Ministry said in a statement।
"The government of India strongly condemns this cowardly terrorist attack on its diplomatic mission in Afghanistan। Such acts of terror will not deter us from fulfilling our commitments to the government and people of Afghanistan," India said.
Security guards, a line of people waiting for visas and those shopping at a nearby market were likely the main victims।
Two women were among five dead at Kabul's Emergency Hospital। One of the dead women had a baby with her at the time of the blast, the woman's sister said. The baby was now missing.
Grey smoke and dust poured from the scene of the blast। Police cordoned off the area as ambulance crews raced the wounded to hospital. Several US soldiers were also at the scene.
US troops later shot dead the driver of another car and wounded a passenger, witnesses said। US military vehicles were driving through the city at high speed after the bombing, soldiers shouting angrily at drivers to get out the way.
Afghan officials have repeatedly accused Pakistan of allowing the Islamist Taliban to operate from sanctuaries inside Pakistan, a charge Pakistan denies.
