Damage forces Hadron Collider to close for two months

Geneva (AP): The new particle collider that was launched with great fanfare earlier this month has been damaged worse than previously thought and will be out of commission for at least two months, its operators said on Saturday.
Experts have gone into 27-km circular tunnel housing the Large Hadron Collider under the Swiss-French border to examine the damage that halted operations about 36 hours after the September 10 startup, said James Gillies, spokesman for CERN, the European Organisation for Nuclear Research.
"It's too early to say precisely what happened, but it seems to be a faulty electrical connection between two magnets that stopped superconducting, melted and led to a mechanical failure and let the helium out," Gillies told The Associated Press.
Giles said the sector that was damaged will have to be warmed up well above the absolute zero temperature used for operations so that repairs can be made.
"A number of magnets raised their temperature by around 100 degrees," Gillies said. "We have now to warm up the whole sector in a controlled manner before we can actually go in and repair it."
The $10 billion collider, in the design and construction stages for more than two decades, is the world's largest atom smasher. It fires beams of protons from the nuclei of atoms around the tunnels at nearly the speed of light.
It then causes the protons to collide, revealing how the tiniest particles were first created after the "big bang," which many theorise was the massive explosion that formed the stars, planets and everything.
He said such failures occur frequently in particle accelerators, but that it was made more complicated in this case because the Large Hadron Collider operates at near absolute zero, colder than outer space, for maximum efficiency.
"When they happen in our other accelerators, it's a matter of a couple of days to fix them," Gillies said. "But because this is a superconducting machine and you've got long warmup and cool-down periods, it means we're going to be off for a couple of months."
He said it would take "several weeks minimum'' to warm up the sector.
"Then we can fix it," Gillies said. "Then we cool it down again."
CERN announced on Thursday that it had shut down the collider after a successful startup that had beams of protons circling in both clockwise and counterclockwise directions in the collider.
It was at first thought the failure of an electrical transformer that handles part of the cooling was the problem, CERN said. That transformer was replaced last weekend and the machine was lowered back to operating temperature to prepare for a resumption of operations.
But then more inspections were needed and it was determined that the problem was worse than initially thought, said Gillies.
The CERN experiments with the particle collider hope to reveal more about "dark matter," antimatter and possibly hidden dimensions of space and time. They could also find evidence of a hypothetical particle -- the Higgs boson -- which is sometimes called the "God particle" because it is believed to give mass to all other particles, and thus to matter that makes up the universe.
Smaller colliders have been used for decades to study the makeup of the atom. Scientists once thought protons and neutrons were the smallest components of an atom's nucleus, but experiments have shown that protons and neutrons are made of quarks and gluons and that there are other forces and particles.
The LHC provides much greater power than earlier colliders.
Its start came over the objections of some who feared the collision of protons could eventually imperil the Earth by creating micro black holes -- subatomic versions of collapsed stars whose gravity is so strong they can suck in planets and other stars.

Walk out of nuclear deal, CPI(M) tells PM

New Delhi (PTI): Claiming that India could face fuel supply blockade as experienced in the case of the Tarapur nuclear power plant, the CPI(M) on Wednesday asked Prime Minister Manmohan Singh to walk out of the Indo-US nuclear deal saying it had almost the same conventionalities.
Maintaining the 123 Agreement as being "almost identical" to Tarapur accord where India was "forced to run from pillar to post for fuel after the US unilaterally terminated the Tarapur 123 Agreement," the CPI(M) Polit Bureau said India was now seeking fuel supply assurances and other terms, including the right to reprocess spent fuel, based only on this experience.
But the documents accompanying the US Presidential Determination have made the American "intentions" clear -- this 123 Agreement is no different from the earlier Tarapur one, with all the Tarapur problems.
"And India can again land into the Tarapur mess, as the right of the US to terminate the agreement is an unfettered one," the Polit Bureau said in a statement here.
Maintaining that a "different interpretation" of the 123 Agreement by India would "in no way bind the US as a supplier", it demanded that the Prime Minister "fulfil his pledge to the nation that he will walk away from the nuclear deal if it does not meet India's expectations".
Asserting that all points raised by the Left parties have been confirmed by the documents accompanying the US Presidential Determination, it said these have "exposed the hollowness of the claims made by the Prime Minister in Parliament."
The CPI(M) Polit Bureau claimed that the Presidential documents submitted to the US Congress have made it amply clear that the terms of the 123 agreement are fully in conformity with the Hyde Act and "violate" the crucial commitments made by the Prime Minister in Parliament.
"The time has come for the Indian government to repudiate the 123 Agreement, which is not in India's national interest," it said, adding that the argument that India has a different interpretation for it was "meaningless".
"The US as a supplier of nuclear equipment and material will undertake such supply only under the terms of what it calls a 'framework agreement'," the party said.
While India would place its civilian nuclear facilities under the IAEA Safeguards permanently, President Bush has "made it clear that the fuel supply assurance in the 123 Agreement is not legally binding".
The documents also showed that India would never be able to withdraw is civilian nuclear facilities from IAEA Safeguards unilaterally, even its indigenously built reactors, in the event of a disruption in fuel supply or if the 123 Agreement itself was terminated, the CPI(M) said.
Quoting the Prime Minister's statement in Parliament and the US Presidential Determination, it said "clearly, India will not have access to the full fuel cycle and all sensitive technologies are also denied. ... thus India is being asked to place its civilian reactors under IAEA Safeguards in perpetuity without all restrictions being lifted."
Referring to the "extraneous issues tied with nuclear cooperation", the major Left party said the Prime Minister had categorically assured that India would not accept the tying of any issue with civil nuclear cooperation.
"It is clear from the documents accompanying the Presidential Determination that extraneous issues have been coupled with the nuclear deal, which have also been accepted by India," the CPI(M) claimed.
In this context, it said the report pursuant to Section 104(c) of the Hyde Act "approvingly talks" about New Delhi aligning with the US on the Iran question both in the IAEA and the United Nations.
The report, quoted by the party, said India "maintained a strong public line of support for P5+1 and US diplomatic efforts to resolve international concerns with Iran's nuclear program".
The CPI(M) said with the External Affairs Minister's statement, "India has formally changed its position and opposed Iran's fuel enrichment, a right which Iran has under Article IV of the Nuclear Non-Proliferation Treaty".

Delhi blasts: Police release sketches of suspects

New Delhi, September 16, 2008: The Delhi police on Tuesday released five sketches of three persons suspected to have planted the bombs in the national capital on Saturday।
One of the sketches was that of the person who purportedly planted the bomb in Ghaffar market in Karol Bagh, while two sketches each were of the two men who placed the bombs near a building in Barakhamba road।
"We appeal to the people to inform police if they happen to find those resembling to these sketches। Informer's identity will be kept secret," Delhi police spokesperson Rajan Bhagat said.
The sketches were prepared with the help of at least five eye-witnesses, who claimed to have seen ‘planting of bombs’ in Ghaffar market and Barakhamba Road।
The eye-witnesses, including a teenaged balloon seller, who saw suspected persons placing packets in dustbin at Central Park and Barakhamba Road were called to the Police Headquarters on Sunday to assist them in making sketches।
Besides the teenaged boy, a father-son duo who sells breadrolls at Barakhamba Road were also among those called to the headquarters.

N-deal ready for US Congress: Mulford

New Delhi, September 06, 2008: Hailing the "historic" waiver from the Nuclear Suppliers Group (NSG) as "a triumphant day for India," the US Saturday said the nuclear cartel's exemption will strengthen global non-proliferation and that it was ready to "accomplish the final step with Congress।"
"This is a triumphant day for India। The NSG consensus reached in Vienna today is the culmination of years of hard work and cooperation between India and the US to bring India into the global nuclear mainstream," Mulford, one of the key US interlocutors on the nuclear deal, told reporters here.
The US envoy congratulated the government and people of India on this "historic agreement" ending New Delhi's nearly three and a half decades of nuclear isolation and lauded US President George W। Bush and Prime Minister Manmohan Singh for achieving "this remarkable breakthrough."
Underlining that the NSG's waiver will strengthen global non-proliferation, the US envoy said it will enable India to address its critical energy requirements and contribute importantly to protecting global environment।
"We will now move forward to accomplish the final step with our Congress," Mulford assured।
The US Congress is likely to consider the 123 India-US bilateral agreement when it convenes Monday। The Congress is expected to approve the 123 pact before during the forthcoming session that ends Sep 26.
Manmohan Singh and Bush are expected to sign the bilateral pact towards the end of this month in Washington that will mark the final step leading to the restoration of civilian nuclear cooperation between the two countries after a gap of more than three decades.

Work stops at Nano unit, staff evacuated

Kolkata, August 29, 2008: Work at the Tata Motors factory in Singur finally came to a complete halt on Friday। All those inside were evacuated on Thursday night, and none of its 850 odd employees reported for duty in the morning.
"No decision has been taken on when work will be resumed," said a company official, insisting on anonymity। "Some of our employees were afraid. Our top priority is to ensure their safety."
Although the Mamata Bannerjee-led agitation outside the gates of the plant, demanding that 400 acres of the land acquired for the project be returned to farmers who had never wanted to sell, began last Sunday, the plant continued to function। Bannerjee had pledged that her struggle would remain 'a peaceful satyagraha'.
But from Thursday evening, some of the radical groups supporting Mamata began obstructing people from entering or leaving the plant, prompting the Tatas to take this decision।
Sapoorji-Pallonji, the firm entrusted with the civil construction of the plant, similarly decided that its 150 engineers deputed at Singur would stop work as well, leading to a complete shutdown।
Insiders revealed that the likelihood of Tata Motors pulling out of Singur altogether, as Ratan Tata had threatened at a press conference last week, was growing increasingly strong, and that an announcement is likely next week। Company officials have prepared estimates to show that though the company had so far invested around Rs 1500 crore in the Nano, the loss it would incur, in case it pulled out, would not be more than Rs 400 crore.
"We have received offers to set up the Nano plant not only from other Indian states, but also from foreign countries," a top official told HT over telephone from Mumbai. "We are considering them all."

Central Assistance for Flood-Hit Areas of Bihar

New Delhi, September 4 2008: Government of India continues to extend all possible assistance to the Govt। of Bihar for supplementing their efforts in managing the ongoing flood situation. The National Crisis Management Committee reviewed the situation today.
37 Army Columns, 13 helicopters, 599 boats, 783 NDRF personnel, 7695 tents, 10 satellite phones, 4 lakh drinking water bottles, 10 water purifying plants have been deployed/ provided by the Government of India for assisting the State in rescue and relief operations।
Department of Animal Husbandry, Dairying and Fisheries has informed that 66 wagon-loads of dry fodder on rail from Amritsar and Karnal to Saharsa have reached Bihar। Additional 41 wagon-load of fodder are being sent by the Government of Haryana to Purnia. The requirement of procurement of vaccines is being met through Centrally sponsored Scheme ‘Assistance to States for Control of Animal Diseases’. The State has been asked to indicate the specific requirements of medicines and vaccines they need. 71 Veterinary centres have been set up to provide treatment to the sick animals.
Two crore halogen tablets to purify water are being supplied by the Ministry of Health as per the requirement of the State Government। Thirty-lakh halogen tablets have already reached. Other medicine/medical store viz. Measles vaccine, DPT, oral Polio, TT, Vaccine logistics have also been provided. On the request of State Government, 100 Fogging machines and 50 Ambulances are being organized.
Ministry of Home Affairs is in constant touch with the State Government and closely monitoring the situation round the clock.

NSG Meet to Decide On India Specific Waiver Begins Today

New Delhi,September 4 2008: Amid continued reservations of some member countries over granting waiver to India, the Nuclear Suppliers Group (NSG) will hold a crucial two-day meeting in Vienna from Thursday to consider the initiative।
The NSG will consider a revised draft that is being presented before the 45-nation grouping after amendments following demands by at least 15 countries during the August 21-22 meeting।
Countries like New Zealand and Austria, which are still not satisfied with the revised draft, are expected to voice their concerns over non-proliferation issues.
On studying the draft circulated to them by Germany, the current Chair of the NSG, these countries feel that the amendments in the text are only cosmetic in nature and conditions are not attached।
Earlier, Prime Minister Dr। Manmohan Singh held a Congress Working Committee meeting late last night with his senior colleagues to discuss issues in the wake of the reported 26-page document that contains an assertion by the Bush Administration that its assurances of nuclear supplies to India are not meant to insulate it against the consequences of a nuclear test.
Dr. Singh told the meeting that “we have the right to test and the US has the right to react”.
New Delhi made it clear there is no change in its stand on the issue of nuclear testing। External Affairs Ministry Spokesman Navtej Sarna said, India’’s position on this issue is well known.
External Affairs Minister Pranab Mukherjee told that the Government can’t go beyond the commitment made to Parliament on the Indo-US civil nuclear cooperation।
India has maintained that if conditions are attached to the waiver, it could walk away। However, New Delhi refused to be drawn into a controversy over its agreement on civil nuclear cooperation with the US after the secret document.
“We do not, as a matter of policy, comment on internal correspondence between different branches of another government,” said Foreign Ministry spokesman Navtej Sarna।
“We will be guided solely by the terms of the bilateral agreement between India and the United States, the India Specific Safeguards Agreement and the clean waiver from the NSG, which we hope will be forthcoming in the meeting of the NSG on September 4-5, 2008,” he added।
Washington too down played the disclosures made in the US State Department document and said that there was nothing new in it which has not been shared with India or the US Congress।
“This letter contains no new conditions and there is no data in this letter which has not already been shared in an open and transparent way with members of the Congress and with the Government of India”" US Ambassador to India David C. Mulford said in a statement.

Tata Motors evaluating alternate sites to make Nano

MUMBAI, September 2 2008 : Tata Motors Ltd said it had suspended work at the Singur plant in West Bengal where it planned to make the Nano, billed as the world's cheapest car, because of violent protests and was evaluating alternate sites।
Tata Motors said it was putting together a detailed plan for the relocation of the plant and machinery, and was evaluating options for manufacturing the Nano at other company facilities।
"This decision was taken in order to ensure the safety of its employees and contract labour, who have continued to be violently obstructed from reporting to work," the company said in a statement on Tuesday।
It said the project's auto ancillary partners, who had commenced work at their respective plants at the site in Singur, had also suspended work।
Chairman Ratan Tata said last month he was prepared to move the plant from West Bengal despite having invested $350 million in the project because of the risks to employees from the protests।
The Nano project has been billed as a key to the rejuvenation of industries in West Bengal, where the world's longest-serving democratically elected Communist government has changed tack after decades of focus on helping agriculture and poor farmers।
The unveiling in January of the 100,000 rupee ($2,250) snub-nosed Nano was hailed by the state's ruling Communists, but protests have since gathered steam।
Trouble began after the government took over 1,000 acres (400 hectares) of farmland for the factory। The government offered compensation, but some farmers with smaller land holdings have refused compensation, demanding that land be given back to them.
The protests reflect a larger standoff between industry in India and farmers unwilling to part with land in a country where two-thirds of the billion-plus population depend on agriculture.

65% rise in girls joining IIT-Delhi

New Delhi: IIT-Delhi has witnessed a significant rise in the number of girls at the undergraduate level। The intake this year has increased by 65 per cent.
“For the last two to three years the number of female students had remained pretty much constant। In 2007, 50 out of the 550 students — 9 per cent — were girls. This year, however, female students have taken up 83 out of the 626 seats, which is 13 per cent. This is a significant increase,” said S.R. Kale, dean, undergraduate studies.
Electrical, chemical and bio-chemical engineering are the popular options among them।
The increase comes across as a pleasant surprise as engineering normally doesn’t figure high on girl students’ list of career options। While girls do better than boys in science subjects in the board examination, not too many make it to engineering.
M। Balakrishnan, dean, postgraduate and research, feels it is the entrance examination that acts as a deterrent.
However, the few who do enroll in the undergraduate courses do better than their male counterparts and are “more focused” in class। In 2007 girls bagged three of the 14 silver medals for undergraduate students.
Though the change is positive, professors at the institute find it difficult to attribute it a particular reason।
“This doesn’t have much to do with the increase in seats as the increase in female students’ enrollment is proportionately a lot larger। Since this is the first year it is difficult to attribute the jump to one reason. It would only amount to speculation,” added Kale.

UP: SP, Cong to jointly contest LS polls

The Samajwadi Party and Congress on Monday decided to jointly contest the Lok Sabha elections in Uttar Pradesh with the SP also seeking alliance in four other states including Madhya Pradesh Maharashtra and Karnataka ।
After a marathon four-hour-long talk with a Congress delegation led by party general secretary Rahul Gandhi, SP general secretary Amar Singh said that the seat-sharing would be carried out with "winnability" as the ।
Sending out a signal of warmth and goodwill towards the Congress leadership, Singh told reporters that if in any eventuality, the alliance does not work out, "we will not oppose Sonia Gandhi and Rahul in their constituencies"।
The SP leader said that talks in which AICC general secretary Digvijay Singh and UPCC chief Rita Bahuguna Joshi also participated, were held in cordial atmosphere and the overriding sentiment was one of unity to face the challenges ahead।
"Just like the Congress is asking for more seats in UP, despite being weak there, similarly we also asked them to help us in states like Madhya Pradesh, Maharashtra, Uttarakhand and Karnataka, where we have a marginal presence," Singh said implying thereby that the SP was in favour of a broad-based alliance comprising several states।
"Though Digvijay Singh and Rita Bahuguna Joshi are not authorised to speak about any other state apart from UP, I took the advantage of Rahul's presence and sought the Congress' alliance in other states also," the SP leader said।
He added that in UP, both the parties would field strong candidates with grassroot support and who could give a tough fight to their opponents.

CPM blames RSS, BJP for unrest in Jammu and Kashmir

Kakinada Minggu, Agust 31 2008 : The CPI(M) Polit bureau member Sitaram Yechuri today blamed the RSS, BJP and other saffron outfits for the turmoil in Jammu and Kashmir and Orissa।
Addressing a party workers meeting at the Ambedkar Bhavan here he said RSS, BJP and other Sangh Parivar outfits were trying to consolidate the "Hindu vote bank" by arousing communal hatred and disharmony among the people।
'The situation is explosive in J and K where communal clashes and extremists activities were taking place posing a grave threat to the very integrity of the nation। It is nothing but exploiting the situation for political ends'. 'We oppose this trend in the interest of the nation.' he said.
Mr Yetchury said that the CPI(M), in a bid to prevent the communal forces from spreading their wings was trying to forge alliance with secular parties to preserve the country's integrity। Pointing out that the World Bank has mentioned that 82.8 per cent of the country's population was struggling below the poverty line, he said the UPA government had miserably failed in controlling the spiralling prices and inflation.
Attributing the present skyrocketing prices to speculative business, he said, the government, despite bringing enormous pressures by left parties could not control the speculative business on more than 17 essential commodities। As a result, the entire economy was in doldrums leading to hike in intetrest rates and credit squeeze.
It has resulted in steep fall in industrial investments and thereby reduction in industrial growth by 50 per cent, Mr Yechury said, addding that only an alternative effective economic policy would set right the present maladies. Giving out the reasons for CPI(M)'s opposition to the UPA government's nuclear policy, he said, it was detrimental to the country's sovereignity as it has to bow down to the dictates of US regime. The country was at a cross road and political polarisation was taking place rapidly, he said and added that elections to the Lok Sabha seemed imminent three months ahead of the schedule poll.

Hooda to Tata: Welcome to mecca of automobile industry

Gurgaon:Haryana Chief Minister Bhupinder Singh Hooda said his government would welcome the Tatas if they expressed interest in setting up their factory for the Nano car project in the state।
As a number of states line up to woo Ratan Tata to shift his project from Singur in West Bengal, IT and automobile hub Haryana has also put up a strong claim to attract the project।
Hooda cited the presence of auto giants like Maruti Suzuki, Honda, Hero-Honda, Yamaha, etc।, in the state.
While terming the state as a Mecca of automobile industry, Hooda said his government has mega infrastructure building plans to turn the state into a corporate hub of the country।
Hooda told Hindustan Times: “Haryana is the ideal destination for automobile companies। Haryana is manufacturing more than 50 per cent passenger cars, 35 per cent tractors and 50 per cent of the motorcycles being produced in India. We also manufacture more than 25 per cent bicycles of the country. We already have India’s biggest car producer Maruti Udyog Limited in collaboration with Suzuki, the manufacturers of two wheeler Honda Motorcycles, Hero-Honda, Yamaha and Escorts tractors in Haryana.”
When asked about the probable location where the state would offer land to the Tatas, the Chief Minister said, “Haryana has a number of options which we will show them only after they express their desire for the same।”
When asked whether he had had formal or informal discussion with the Tatas on the issue, Hooda said he had not had a formal talk।
The housing division of Tata Group recently launched its first housing project, Raisina Residency, in collaboration with Raheja Group at Golf Course Road in Gurgaon।
The Chief Minister said industrial units in Gurgaon had exported goods worth Rs 20,000 crore during the year 2006-07। Out of this, exports worth Rs 14,000 crore was in IT sector, Rs 2,500 crore in automobile sector, Rs 2,000 crore in the sector of readymade garments and of Rs 1,500 crore in other sectors.
The main items being exported from Gurgaon included cars, motorcycles, software, readymade garments, sports goods and rice to UK, Algeria, Hungary, Denmark, Netherlands, Columbia, Sri Lanka, Japan, Bangladesh, Nepal, Australia, Korea, South Africa, USA, Europe, Austria and Mexico.

Flood situation in Bihar worsens as fresh areas go under water

Patna, Aug 31 (PTI) With the water of river Kosi engulfing fresh areas in Bihar's North Eastern 16 districts, the flood situation in the state worsened today affecting more than 30 lakh people।
However, there was some good news for the first time since the region was gripped by the deluge about two weeks ago with a senior official saying the flood situation would improve as the flow of water from Nepal has come down।
Over 30 lakh people in 16 districts are in the grip of floods, with 23 lakh in worst-hit Supaul, Saharsa, Madhepura and Araria districts alone।
Chief Minister Nitish Kumar said five army columns have been pressed into service for relief and rescue, while the state has requisitioned 25 more columns।
IAF helicopters and army columns deployed to assist the state government's flood fighting machinery continued relief and evacuation operations।
The floods caused by the breach in the eastern afflux embankment at upstream Kuaha village in Nepal on August 18 is the worst in the region।
The area was considered secure against the possibilities of floods after construction of hundreds of miles of embankments and Bheemnagar barrage more than four decades ago।
Though Disaster Management Additional Secretary Pratayaya Amrit said while over 4।75 lakh people have been evacuated, lakhs more were in dire need of being shifted to safer places.
Amrit said about two lakh people were taking shelter in 17 relief camps set up by the state governments and many more being run by non-government organisations (ngos)।
Amrit said Nepal government had agreed to help India in taming the river which causes huge damage to infrastructure in Bihar.

MNS can't hold city to ransom

Mumbai, Aug 29, 2008 The Bombay High Court on Thursday told the Maharashtra Navnirman Sena (MNS) it cannot "hold the people to ransom" and warned it against using violence to enforce Marathi signboards in Mumbai।
The court, which was hearing an application filed by a trade association, restrained MNS leader Raj Thackeray and his party members from "in any manner whatsoever disturbing" traders in the city, defacing or damaging their properties and assaulting or threatening them।
A division bench comprising Justices J N Patel and K K Tated also restrained Raj personally from giving any provocative or intimidating public speech regarding the issue of putting up signboards in Marathi in commercial establishments and shops।
Viren Shah, Secretary of Federation of Retail Traders Welfare Association, has filed a petition which alleges that MNS had sent letters to shopkeepers warning them to display signboards in Marathi or they would be taught “a lesson in their own way''। The MNS deadline ends on Thursday.
"There is a hidden threat in this letter," Justice Patel said, asking what action was taken against Raj and whether "this gentleman has been interrogated।"
"Nobody can hold the people to ransom," Patel said।
The court ordered the police commissioners of Mumbai and Thane to safeguard the petitioners and to protect them from violence by MNS workers।
The court asked the state government to explain what it had done to protect traders and flayed it for failing to tackle MNS activists। It asked the government to announce a compensation package to the shopkeepers, who were targeted by the MNS for not displaying boards in Marathi.
The government lawyer told the court that 811 MNS activists had been arrested since August 26 and government was committed to maintaining law and order।
Thackeray has not commented on the court’s order but indicated that the MNS campaign for Marathi signboards would continue. “Whatever happened has happened. Son of policeman opens fire in Delhi

New Delhi, Aug 29, 2008 A teenaged son of a Head Constable allegedly opened fire at his neighbours, injuring four of them, following an altercation in the national capital, police said on Friday।
The incident took place on Thursday night in Meeta Nagar of north-east Delhi।
Avinash, the son of Head Constable Ramvir posted at Parliament Street police station, allegedly opened fire from a double barrel gun during the arguments with his neighbours।
He allegedly fired two-three rounds at his neighbours in which four were wounded।
The injured -- Nikhil Kumar, Vijay Pal, Ramesh and Sangeeta -- were rushed to Guru Tegh Bahadur Hospital। They were discharged this morning after treatment.
Both the families were not on good terms and constantly indulged in quarrelling, a senior police official said।
The official denied reports Avinash allegedly opened fire as he was disturbed over the extramarital affairs of his father।
The teenager was arrested and the gun was seized, he said।
A case has been registered and further investigations are on.

Two killed in Assam aluminium factory blast

Guwahati (PTI): Two persons were killed and five others seriously injured on Friday in an explosion at an aluminium utensil making factory in Assam's Tinuskia district।
Official sources said here that the explosion inside the factory, "Purbanchal Udyog" manufacturing aluminium utensils took place early this morning, damaging the entire unit।
The police said two persons died on the spot and their body parts were found strewn about 25 metre away while five others were critically injured।
Three of the critically injured were shifted to Assam Medical College and Hospital in Dibrugarh and others were admitted to Tinsukia Civil Hospital।
The entire area near the factory has been sealed off।
The cause of the explosion was yet to be ascertained but preliminary investigations suggested that it could have been caused due to some electrical snag.

Christians rally for Orissa riot victims

KOLKATA,, Aug 29, 2008 The Christians today took out a procession here demanding protection for the members of the community and churches in violence-torn areas in Orissa's Kandhamal and Bargarh districts।
Protesters, under the banner of Bangiya Christiya Pariseba, an apex body of Christians, assembled near Utkal Bhavan and demanded immediate deployment of military and para-military forces to control the situation।
They held placards reading 'CM, answer why Christians are being persecuted in Orissa'।
The group said the organisations involved in "anti-national" activities should be banned and submitted memoranda to the Resident Commissioner of Utkal Bhavan, addressed to Orissa Chief Minister Naveen Patnaik, the Governor and Chairman of National Human Rights Commission।
All Church-run schools remained closed in West Bengal as part of protests against alleged attack on Christians in parts of Orissa.

Dalai Lama admitted to Mumbai hospital

Mumbai, Aug 29, 2008 Exiled Tibetan spiritual leader Dalai Lama was admitted to Lilavati Hospital in Mumbai on Thursday for treatment of abdominal discomfort।
The 73-year-old Nobel laureate will undergo investigations on Friday, the hospital's spokesperson Mohan Rajan said।
"There was no cause for concern," he said।
The Dalai Lama was brought to the hospital in a chartered flight and was admitted as he was suffering from abdominal discomfort, Rajan said।
He is under the treatment of Narendra Trivedi, who is also the Vice-President of the private hospital, Rajan said।
Earlier this month, the Dalai Lama had come to the hospital for a routine medical check up, hospital sources said.

Less relief, more trauma in Bihar

PATRAGHAT, August 29, 2008 The people in Bihar are still experiencing a lot of problems after being stranded for about a week in the flood water।
The government's relief supplies are yet to reach many flood affected areas। Only 2,500 food packets are being distributed in a day.
In the last one week, only 46,000 food packets were distributed।
Without the support of ordinary people, the scale of the destruction caused by the floods would be much worse। In many areas it's the local people who are providing food to flood victims.
And in what is potentially a dangerous situation there are no doctors and no medicines in many flood affected areas।
There is also a severe shortage of boats for rescue operations।
In many areas, flood victims have only got plastic sheets for temporary shelters and little else।
The worst affected areas are Supaul, Araria, Madhepura, Katihar, Purnia and Danapur on the outskirts of Patna and Muzaffarpur।
The breach in the river has been about 20 kms upstream of the Kosi barage।
What has happened is that on one side excessive siltation has forced the river to pile on pressure on the other side of the 12 km long bund which is parallel to the Kosi river।
The breach which initially was five meters has now become 1.5 km.

We don't want all-out war with Russia: Britain

Bhubaneswar, August 28, 2008 : There is no question of launching 'all-out war' against Russia, British Foreign Secretary David Miliband said on Thursday, while condemning Moscow's 'invasion' of Georgia।
Miliband, asked whether NATO would go to war against Moscow if it were to attack a neighbouring country or ally again, said: "We don't want all-out war with Russia। There's no question of launching an all-out war against Russia."
NATO is committed to the principle that an attack against one or several members would be considered an attack against all, and to defending its members against aggression। Georgia is not a NATO member but it has ambitions to join.
NATO was not an 'offensive' alliance, Miliband told BBC Radio।
He said no-one ever doubted that Russia's army would defeat a much smaller Georgian military।
"The question though for Russia is whether it wants to suffer the isolation, the loss of respect and the loss of trust that comes from that," he added।
Miliband was speaking a day after he called in a speech in Ukraine for relations with Russia to be reviewed। He said Russian President Dmitry Medvedev had a responsibility not to start a new Cold War.
The foreign secretary denied that his words in Ukraine, whose ambitions to become a NATO member also anger Russia, had ratcheted up tensions between London and Moscow।
He said it was right to describe Moscow's actions in the Georgian regions of South Ossetia and Abkhazia as an "international crisis" that jeopardised a growing calm and stability across Europe since the collapse of the Soviet Union।
He said there was a tit-for-tat between Georgia and Russia over the breakaway regions but 'the Russian response has been to invade a neighbouring country'.

More churches, homes burnt as trouble spreads in Orissa

Bhubaneswar, August 28, 2008 : Communal violence spread in Orissa on Thursday with fresh incidents of mobs burning churches and homes, adding to the tensions in the state that has seen at least 11 people being killed in revenge for the murder of a Vishwa Hindu Parishad (VHP) leader last week।
The situation was so volatile that Minister of State for Home Sri Prakash Jaiswal and other Congress leaders, who arrived in Bhubaneswar to visit riot hit areas, were told by the state government that they could not do so and returned to New Delhi।
Though the volatile Kandhamal district continued to be the worst hit with mobs defying curfew, blocking roads and attacking churches even after shoot-at-sight orders, there were reports of churches and homes being attacked from other parts of the state too।
Police said trouble had spread to new areas, including the western district of Bolangir and the coastal district of Kendrapada।
No details were available but officials said curfew had been clamped in Kendrapada town and security intensified in Bolangir।
"There have been stray incidents of violence in Kandhamal। We have also received reports of people burning a church in the district of Bolangir," said Director General of Police Gopal Chandra Nanda, adding that more than 3,000 policemen had been deployed.
"We are hopeful normalcy would return in a week," Nanda told IANS while describing the situation as "under control"।
Police have registered at least 70 cases in different police stations related to the communal violence and 54 people have been arrested, Chief Minister Naveen Patnaik informed the state assembly।
The state has been on the boil since Saturday evening when Swami Laxmanananda Saraswati, a member of the VHP's central advisory committee, and four others were killed by suspected Maoist guerrillas at his Jalespata ashram in Kandhamal।
As violence raged in Kandhamal, particularly in isolated hamlets, despite orders to the police to shoot at sight anybody defying curfew and indulging in violence, police and paramilitary forces marched through several town on Thursday।
Curfew has been clamped in all towns of the district and is still in force, said revenue divisional commissioner Satyabrata Sahu।
On Monday, the VHP had called for a statewide shutdown। Since then, 11 people have been killed in the state, 10 in Kandhamal and a woman in Bargarh district who was burnt when the crowds attacked an orphanage. Local newspapers and television channels, however, put the toll at 17.
Saraswati was leading a campaign against cow slaughter and religious conversion in the communally sensitive Kandhamal district - which with a population of around 600,000 including 150,000 Christians has witnessed numerous clashes between Hindus and Christians in the past।
Radical Hindu groups in the state blamed Christians for the crime and alleged that Christians killed Saraswati because he was opposing religious conversion। Christian organisations deny these allegations.
Saraswati's supporters have been holding protests since Saturday night, blocking trains and vehicles।
Orissa is not new to communal violence between Hindus and Christians।
On Jan 22, 1999, Australian missionary Graham Staines and his two sons, 10-year-old Philip and six-year-old Timothy, were burnt alive by a Hindu radical mob in their vehicle in Keonjhar district.

Manmohan announces Rs 1000 cr as flood relief to Bihar

Patna (PTI): Describing the floods in Bihar as a "national calamity", Prime Minister Manmohan Singh on Thursday announced an immediate assistance of Rs 1,000 crore to the state for rescue and relief operations and 1।25 lakh tonnes of foodgrains to tide over the situation.
After undertaking an aerial survey along with UPA Chairperson Sonia Gandhi of the four worst affected districts in the state where the swollen Kosi river continued to wreak havoc, Singh also assured Bihar to provide all possible help to meet the situation।
Singh and Gandhi arrived at the Purnia airbase by a special IAF plane from New Delhi and took off in an IAF chopper to undertake the aerial survey in Supaul, Saharsa, Araria and Madhepura districts, official sources said।
They were accompanied by Union Home Minister Shivraj Patil as also several union ministers including Lalu Prasad, Ram Vilas Paswan and Bihar Chief Minister Nitish Kumar।
Earlier, Kumar received Singh and Gandhi at the Purnia airbase and briefed them about the flood situation।
Over 25 lakh people in 15 districts have been hit by the impact of one of the worst floods in recent memory with victims from these four districts making up 19.78 lakh.
The Chief Minister who met the Prime Minister in New Delhi yesterday had sought central assistance of Rs 1,000 crore and one lakh tonnes of foodgrain immediately for the affected people.

Five killed, four hostages rescued

Jammu, August 27, 2008 : Security forces rescued three children and a woman, who were held hostage during a gunbattle in which three civilians, an army officer and a guerrilla were killed Wednesday in this winter capital of Jammu and Kashmir।
The militants, holed up in a house in Chinore on the outskirts of this city, took six civilians hostage Wednesday morning। The police said they were trying to rescue the two remaining hostages before launching an assault on the guerrillas.
The police said three terrorists had crossed into Jammu and Kashmir from the Kanachak sector of the border with Pakistan Tuesday morning। They were intercepted at the police check post of Chinore Wednesday morning, about 20 km north from the centre of Jammu.
The militants, dressed in police uniforms and carrying AK-47 assault rifles, shot dead a junior commissioned officer and then hijacked a three-wheeler। They then fired indiscriminately killing Shabeet Hussain, a milk man, and motorcyclist Naseeb Singh before killing the three-wheeler driver, Vijay Kumar, said the police.
The guerrillas then entered a house in Chinore। Police and army personnel cordoned off the area and were engaged in a gunbattle with the militants.
Once the remaining hostages were rescued, there would be a "final onslaught", said an army officer, which in military terms means blowing up the building with rocket launchers or explosives।
"This (civilian hostages) is what is holding us up from launching final onslaught। We are ready for that," the army officer on the spot told IANS.
Army personnel have taken positions on roof tops of adjoining houses in densely populated Chinore, located on a hillock।
Grenade explosions and gun shots were heard in the area as the one-storey building where the militants were hiding was perforated with bullet marks।
"A high alert has been sounded in Jammu due to the terrorist infiltration from across the border," said Inspector General of Police (Jammu Zone) K। Rajendra.
The Border Security Force (BSF), along with police and army personnel, had launched a massive manhunt for the militants, who had entered the Indian territory at Kanachak, about 20 km north of here, after cutting the barbed wire fence Tuesday।
"This is a serious situation। The intruders sneaked into the Indian side under the cover of fire, which was most probably provided by the Pakistani Rangers," a BSF official said.
This is the second major gun battle in Jammu region in less than three and a half months।
Six people were killed in Samba town, 40 km south west of Jammu May 11। According to defence sources, militants had infiltrated May 8 from across the international border in Samba sector before they surfaced May 11 morning and killed civilians and soldiers. Three militants were killed in that battle.
People in the Jammu region have been holding rallies demanding the allocation of 40 hectares of land to the Shri Amarnath Shrine Board (SASB). Shri Amarnath Sangarsh Samiti, a coalition of some 30 Hindu groups spearheading the agitation over the land row, has planned a huge rally later Wednesday at Jammu's Parade Ground.

3 MHADA officials held in forgery case

Mumbai: August 26, 2008, The Vikhroli police on Monday arrested three MHADA officials and one person involved in forging documents to help the person claim a MHADA flat। The three officials from MHADA are reportedly in the ranks of estate manager, clerk and rent collector.
According to sources at Vikhroli police station, Bharti Pawar, who was resident of Tagore Nagar at Vikhroli east, had rented out a room to one Raghuvinder Singh, 54। However, after Pawar expired, her son Ashok received eviction notices. When he approached MHADA officials, they told them that the flat was bought by Singh from his mother for Rs 7 lakh.
“Ashok then approached the vigilance officer of MHADA, who found that Singh had forged legal documents to get the flat in his name। He had taken the help of three MHADA officials for the same. That’s when the officer approached us with the case, and we found the bogus documents,” said Habib Ansari, senior inspector at Vikhroli police station.
The three officials and Singh were arrested on Monday, and have been remanded to police custody.

No medal, but Akhil Kumar is boxing icon

NEW DELHI: August 26, 2008, Akhil Kumar sounded like a brash young man when he spoke up for his fellow-boxers demanding clearance of South African physio Matthew Heath for the Beijing Olympics। His argument was that when people with no chance of winning a medal could go with their entourage, why not the boxers who have the potential to do well.
Still, Akhil remained an unsung hero। "Don't forget me If I fail to win a medal," was his parting shot before boarding the flight. Medal or no medal, he is highly popular among his peers.
He might have missed the medal he promised to his Bhiwani folk by a whisker, yet Akhil was given a hero's welcome on his return home from the Olympics early Tuesday।
Huge garlands drowning his neck, Akhil's homecoming reception at Delhi's Indira Gandhi International Airport was as grand as that for India's first Olympic gold winner Abhinav Bindra। The boxer with his zeal had won the hearts of the masses and that was evident by the huge turnout of his admirers.
Akhil, along with bronze winners Vijender Singh and Jitender Kumar, put Bhiwani on the boxing map with their quarter-final appearance at the Olympics। Akhil failed to cross the next hurdle but his heroics in the ring fetched him the fame he longed for all his life.
More important, he came to be known as the "friend, philosopher and guide" of Vijender and Jitender, both of whom fought for Akhil after he lost his bout. They like his transparent sincerity and outspokenness.

30 injured in fresh Jammu protests

Jammu, Augst 26 2008 : Thirty persons, including a Senior Superintendent of Police, were injured in renewed protests in various parts of Jammu as the Shri Amarnath Yatra Sangarsh Samiti’s call for “chakka jam” caused a complete shutdown। The Samiti has already extended its strike till August 31.
There was no vehicular movement on Monday in response to a Samiti’s call but sporadic violence continued throughout the day in which SSP Manmohan Singh of 8th Battalion of the J&K Armoured Police was injured in stone pelting।
There were also incidents of stone pelting in Kathua। Crowds were dispersed by cane charge and tear gas shelling. Attempts were made in both places to block the Jammu-Srinagar National Highway 1 A, but police foiled them.
The Samiti’s decision to continue its protests is seen an attempt to hasten the decision which the government and the Samiti have almost arrived at।
There is a broad agreement that land will be given to the Shrine Board for three months during the “yatra” period।
The government is trying to get the “correct wording” of the agreement to make sure that there is no reaction in the Valley।
Samiti convener Leela Karan Sharma said, “The Centre and the State Government were delaying the decision to hand over the land to the Board due to pressure from separatists। In view of their dilly dallying tactics, the Samiti has decided to continue its agitation and so it has extended the bandh up to August 31.”
The Samiti would hold rallies on August 27 and 31 to press its demands, he added।
The bus service between Poonch and Rawalkote in Pakistan occupied Kashmir that was started in 2006 as part of the confidence building measures between India and Pakistan was suspended on Monday due to curfew in Poonch।
The Line of Control crossing was scheduled for Monday।
Officials are confident that the bus service would resume after 15 days.

New Delhi :, Augast 25 2008 : Affirming its commitment to work with India in securing a "clean" waiver from the NSG, the US on Monday said that the two countries will "continue our vigorous joint advocacy", including at the highest levels, for it ahead of the grouping's next meeting on September 4।
US Ambassador to India, David C Mulford, said that Washington is committed to working with New Delhi to rapidly complete the remaining steps necessary to conclude the Indo-US civil nuclear deal for which clearance from the Nuclear Suppliers Group (NSG) is a key step।
"The US and India stand shoulder-to-shoulder in their desire for a clean exception and we will continue to work with our Indian partners to persuade the NSG countries that such an exemption is in the international community's best interests," he said in a statement in New Delhi।
"Ahead of the scheduled NSG plenary on September 4, the US and India will continue our vigorous joint advocacy for the initiative at the highest levels of NSG Governments," Mulford said।
His statement came in the backdrop of questions by some sections as to whether the US did its bit adequately to secure the NSG waiver as promised by it in the Joint Statement of July 18, 2005।
The questions were raised after the two-day NSG meeting in Vienna last week failed to arrive at a consensus, with several member countries seeking changes in the draft introduced by the US।
As India is not a member of the NSG, the onus of garnering consensus support of the grouping was on the US. It had sent its officials to various NSG member countries to persuade them to vote for the waiver.

A team of the Jaipur police and the Anti-Terrorist Squad (ATS) of the Uttar Pradesh police nabbed the man, whose identity was not immediately revealed, from Aminabad locality at about 2.30 p.m. And he was produced in the Central Bureau of Investigation (CBI) court here, police said.

Ban on SIMI to continue till Sept 24: SC

NEW DELHI, 25 2008 Augast :The Supreme Court on Monday extended stay on Tribunal order lifting the ban on Students Islamic Movement of india (SIMI) for six weeks, till the date of next hearing।
The decision has come after the UPA government told the apex court that SIMI, the fundamentalist outfit, is a threat to "peace, integrity and secular fabric of India"।
Pressing for an absolute ban on SIMI, which has been found to be increasingly involved in terrorist attacks, the Centre had told the Supreme Court that SIMI activists are not just busy spreading the message of "jihad", but have also "extended full support to extremists and terrorists in Jammu and Kashmir and Punjab and have been involved in various militant and disruptive activities in Maharashtra, Kerala, Uttar Pradesh and Tamil Nadu"।
In its hard-hitting affidavit designed to overcome the setback it suffered on August 6 when the Unlawful Activities (Prevention) Tribunal had turned down its plea to continue the ban on SIMI, the Centre said that allowing free run to the organization would seriously compromise national security।
The tribunal had lifted the ban on the jihadi organization on the ground that the Centre had failed to provide it with fresh evidence to back up its case। The two Yadav chieftains and Paswan swiftly latched on to this, to hand out certificates of innocence to SIMI.
In its hard-hitting affidavit, the UPA government had told the SC that SIMI had also "extended full support to extremists and terrorists in J&K and Punjab and have been involved in various militant and disruptive activities in Maharashtra, Kerala, UP and TN"।
The Centre's 42-page affidavit in the top court marked a strong refutation of the "no fresh evidence" argument cited by the tribunal and the three leaders।
Displaying a new anxiety to give as much evidence as possible before the apex court, the Centre gave a list of 349 cases that were filed against SIMI prior to February 2006 as well another 60-odd which were slapped later and may qualify to be treated as "fresh evidence"।
While the August 6 relief for SIMI had been immediately challenged by the Centre before the apex court, which ordered a freeze on the tribunal's order, the intervening period has seen the Gujarat police, in coordination with police of various states as well as the Intelligence Bureau unearthing the involvement of the fundamentalist organization in the terror attack on Ahmedabad। That is not all. Investigation into the Ahmedabad blasts have provided strong evidence that SIMI and its hardline version, Indian Mujahideen, was also involved in blasts across the country - serial explosions in Mumbai suburban trains, as well as those in jaipur and in the courts in UP towns of Lucknow, Varanasi and Faizabad.
The involvement of SIMI is suspected also in the bomb attacks on Hyderabad and explosions in the country's tech capital, Bangalore.

First Nano will roll out in October: Buddhadeb

Kolkata (PTI): A day after Ratan Tata threatened to pull out the small car project from Singur in the wake of violence and disruptions, West Bengal Chief Minister Buddhadeb Bhattacharjee on Saturday said the first 'Nano' car would roll out in October।
"Some state governments have offered land to the Tatas to shift their small car plant from Singur, but I would like to assert that the project will be a reality," Bhattacharjee told a hurriedly-called press conference here।
"I hope it will be implemented in time and the first car will roll out in October। Nobody can obstruct it," he said.
Stating that he shared the concern of the Tata Motors chairman, Bhattacharjee urged him to stay in the state। "We want the project to grow here."
He said 85 per cent of the project's construction was over and work in the ancillary units was in progress.

BMW sting case: Lawyers protest HC's verdict

New Delhi:, August 23, 2008 : The Delhi High Court may have sent a strong message by punishing criminal lawyers R K Anand and I U khan in the BMW sting case। But lawyers in the Capital are unhappy with the verdict.
On Friday Bar Association in the Delhi district court went on strike, protesting against the order।
Lawyers in Delhi were up in arms a day after the Delhi High Court held R K Anand and I U Khan guilty of contempt of court and barred them from practicing for the next four months।
All four district courts in the Capital wore a deserted look as the Bar Association went on strike protesting the HC judgement।
"We are upset with the verdict because the judge has barred two very senior lawyers from practicing in Delhi, whereas it is not up to him to decide this," says Patiala house Bar Association's Santosh Mishra।
The High court had found Anand and Khan guilty of trying to bribe witness Sunil Kulkarni to favour accused Sanjeev Nanda in the BMW hit-and-run case।
However, the Bar Association argues that the punishment given is unjustified, as barring a lawyer from practice is the job of the Bar council and not the court।
"We've had a very successful strike today as lawyers on their own didn't practice today without any pressure since they understand that the verdict is unjust," says Patiala house Bar Association's R K Wadhwa।
But senior members of the legal fraternity point out that striking work is only damaging the reputation of the Bar।
"The entire Bar of Delhi could have chosen to file a petition in the SC or in the HC। Instead of resorting to strike as a strike gives a wrong message to the people," says advocate K T S Tulsi.
A year and a half ago the Bar council had initiated inquiry against Anand and Khan, but no action had been taken so far। And as protests continue.
questions are being raised - is the bar council serious enough to send a strong message by punishing the offending lawyers?

Musharraf in 'protective custody'

Islamabad:, August 23, 2008 : Former Pakistani president Pervez Musharraf is under protective custody and will be allowed to move freely only after a new head of the state is elected and the judges he sacked after declaring an emergency in November 2007 are restored, an official said।
"He is under protective custody but is free to meet friends and relatives," said the official, adding this is mainly because of security reasons।
"Once the new president is elected and judges are restored Musharraf will be allowed to leave the country," he said।
According to sources, Musharraf, who resigned Monday, wanted to visit the US but was stopped by the authorities। "It has been conveyed to him that he will allowed (to travel) after three-four weeks after the election of the president," said the source.
The Presidential election, which was scheduled for September 17, has been brought forward to September 6।
"Some officials are suggesting Saudi Arabia as Musharraf's destination because of security reasons। There are suggestions that he would be sent to the kingdom, where he will stay for at least six months before leaving for any other country," said another official.
The official said that Musharraf would not be allowed to shift into his five-acre farmhouse in Islamabad that is under construction for the last three years. Musharraf had bought the property, valued at $5 million, after he seized power in 1999.

Pune BPO rape victim hit by tragedies

Pune, August 23, 2008 : The woes of the 22-year-old victim of gang rape just seem to be multiplying। While the woman, who was working as a customer care executive at IBM Daksh at Phursungi on Pune-Solapur road, lost her father - a goldsmith - on Thursday, doctors treating her at Jehangir Hospital have diagnosed her with severe blood clotting in the brain (Cortical Venous Trombosis).
Deputy superintendent of police (Pune Rural) Ravindra Sinh Pardeshi told DNA that the clotting had affected her speech and comprehension, as a result of which the police was unable to record her statement, which is vital to make an headway in the case।
"She is also suffering from continuous headaches due to the blood clotting in her brain। However, the treatment administered to her is helping her recover," he added.
The victims 25-year-old friend had lodged a police complaint that she was gang raped by about eight to 10 persons, allegedly by the cab drivers hired by the company, on the night intervening of August 7 and 8।
Pardeshi told DNA that the woman, who was earlier admitted to the Sassoon General Hospital, has now been shifted to Jehangir Hospital for treatment।
According to a city neurosurgeon, the cortical venous thrombosis is caused due to various infections such as pelvic infection among pregnant women and pressure on the backbone। "Its the blockage of the veins at the surface of the brain," he said.
Though, the victims brother and mother have been by her bedside at the hospital, they havent told her about her fathers death. "Her father wasnt well since the last few days. His health deteriorated after learning about his daughter. Unfortunately, he passed away on Thursday," said Pardeshi.

India now has to pay for Brahmaputra flood data

New Delhi, Aug 22 (PTI) The crucial flood data of Brahmaputra river being shared by China with India will no longer come for free।
India will now have to make payments for receiving the data that helps it prepare in advance for floods as the two countries recently signed a fresh five-year MoU।
Under the MoU, China will provide India the hydrological information, including water level, discharge and rainfall from its three stations located at Nugesha, Yangcun and Nuxia from June 1 to October 15 every year।
The details will enable India to improve flood forecasting and timely warning for mitigation measures।
The data was being given to India for free from 2002 but China now wants payment for the information it would send between 2008 and 2012, sources in the Union Water Resources Ministry told PTI।
"After a fresh bilateral understanding, we will have to provide a token amount to it to maintain the staff and equipment at the monitoring stations located in inhospitable terrains," the sources said, adding modalities would be worked out later।
New Delhi had first entered into a MoU with Beijing for sharing of hydrological information on downstream Brahmaputra river in flood season by China in 2002।
The Brahmaputra originates in south-west Tibet as Yarlung Tsangpo. It is also called Yarlung Zangbo in China.

Vijender loses semifinal bout, settles for bronze

Beijing, Aug 22 (PTI) Vijender could not be the alchemist and turn his bronze into gold but today's semifinal defeat could not deny him the honour of being India's first Olympic medal winning boxer।
Cuban Emilio Correa Bayeaux simply outsmarted the Indian 8-5 to win the 75kg category semifinal in a comprehensive manner and the outcome meant Vijender had to be content with the bronze, which he was already assured of।
The Cuban negated Vijender's height and reach advantages by playing from a distance। He simply did not allow Vijender land a single blow in the first, third and fourth rounds.
Even two penalty points in the final round could not make any difference for the Cuban had tilted the game in his favour a long away।
Surprisingly, barring the second round, Vijender held himself back throughout the bout and mostly sprayed his punches।
Emilio, son of 1972 Munich Games gold medallist Emilio Correa Vaillant, was precise with his blows। He did not resort to wild arm swinging or uppercuts but relied mostly on straight punches, which paid him rich dividends.
Clearly the faster of the two, Emilio led 3-0 early in the second round and though a desperate Vijender managed to reduce the gap to 4-3 by the end of the round, the Cuban proved his superiority again in the lop-sided third round that virtually sealed the fate of the bout।

Indian, US warships to carry out wargames in Arabian sea

New Delhi, Aug 21 (PTI) The US navy will field its most powerful warships led by the latest nuclear-powered supercarrier USS Ronald Reagan and nuclear submarine USS Springfield in a new range of wargames in the Arabian sea from October 15, a naval official here said।
Indian and US warships will undertake complex air-to-air, under-sea and warship-to-warship manoeuvres in the wargames for ten days, the official said।
Along with the carriers and submarines, the Malabar series of wargames on India's western seaboard will also see participation by latest guided missile cruisers, destroyers and frigates as well as long range maritime F-18 and Jaguar fighters।
"The naval wargames will be complex in nature involving anti-submarine warfare manoeuvres, flying operations and crossdeck embarkations," the naval official said signalling a resolve of the two countries to take their military-to- military interaction to a new high।
The new Malabar series of wargames come close on the heels of frontline Indian Air Force Sukhoi fighters taking part for the first time in fighter exercises at the world's most advanced air wargames complex at Nellis Air Base in the Nevada desert of the United States.

Congress giving priority to BCs: Srinivas

Hyderbad Kamis, Agust 21 2008, Andhra Pradesh Congress Committee President D Srinivas today denied media reports that the party was not giving priority to the Backward Classes in the selection of District Congress Committee (DCC) Presidents। Addressing a press conference here, he said the Congress was the only party in the country, which was giving priority to the weaker sections, including Backward Classes and minorities.
Stating that the Congress had given more than 50 per cent posts to the people from the weaker sections, he said the party had appointed 11 BCs , two minorities and 15 from other classes as DCC Presidents after detailed discussions with Chief Minister Y S Rajasekhara Reddy and other senior leaders in the state। Mr Srinivas said he along with Mr Reddy had a detailed exercise on the selection of candidates for the DCC Posts. The same list was sent to the Congress High Command and it was approved by AICC President Sonia Gandhi.
He said, ''my wish is to see more than 100 candidates from weaker section sitting in the assembly on behalf of the Congress party, and the whole exercise of reshuffling the organisational set up is for coming back to power in the next elections in the state।'' Regarding the selection of DCC Presidents for Kurnool and Khammam, he said the High Command would take a decision very soon.
Selection of President for the Greater Hyderabad Congress Committee was pending with the High Command, he added.

Amarnath land row protests shift to Delhi

NEW DELHI: Shifting the scene to the capital, members of the Shri Amarnath Sangharsh Samiti (SASS) Thursday courted arrest here to protest the revocation of land allotted to the shrine board managing the pilgrimage to the shrine in the Kashmir valley।
Amongst those arrested were Vishwa Hindu Parishad (VHP) leader Praveen Togadia and three Bharatiya Janata Party (BJP) legislators in the Delhi assembly O।P. Babbar, Jagdish Mukhi and H.S. Bali.
Members of the SASS, a conglomerate of various organisations spearheading the protests in Jammu, marched to the offices of the deputy commissioners of police (DCP) in six places at 9।30 a.m.
“Over 7,000 members of the Samiti courted arrest under the All India Jail Bharo (fill-the-jails) agitation,” SASS spokesperson Vinod Bansal told IANS।
The genesis of the trouble lies in the Jammu and Kashmir government's decision in May to allot 40 hectares of land to the Shri Amarnath Shrine Board that manages the annual pilgrimage to the high altitude shrine dedicated to Lord Shiva। The decision led to massive protests in the Muslim-dominated Kashmir valley. Its revocation July 1 ignited a counter agitation in the Hindu majority Jammu region.
The trouble has continued to snowball since with shutdowns, curfew and violent clashes that have polarised Jammu against Kashmir।
The death toll in the state in the waves of protests and counter-protests now stands at around 40.

HC convicts advocates Anand, Khan in BMW expose case

New Delhi (PTI): The Delhi High Court today convicted senior advocates -- R K Anand and I U Khan -- in the BMW expose case for obstructing administration of justice।
"They are senior advocates and they did not tender either conditional or unconditional apology for their conduct in the BMW case," a Division Bench of Justices Manmohan Sarin and Madan B Lokur said, in their 112-page verdict in the contempt case relating to the expose।
Recommending that they be stripped of their designation of senior advocate, the court asked them not to appear in the Delhi High Court and its subordinate courts for the next four months as punishment।
The Bench also imposed a fine of Rs 2,000 on each of them and rapped them for their "irresponsible" behaviour, saying "we are not dealing with young lawyers। Both are seasoned lawyers and such conduct was not expected of them."
Meanwhile, the court recommended that amicus curiae Arvind Nigam, who assisted the court in the over year-long trial, be designated as a senior advocate।
During the proceedings, Anand was conspicuous by his absence while Khan was present in the court।
Both Anand and Khan were accused of obstructing the administration of justice by allegedly influencing a witness Sunil Kulkarni in the sensational nine-year-old BMW hit-and-run case।
Anand, the defence counsel and Khan, the prosecutor, were shown as colluding with the witness in an NDTV sting operation last year।
The court on May 31 last year had taken suo motu cognisance of the sting operation showing Anand, in collusion with Khan, allegedly offering money to Kulkarni to depose in favour of Sanjeev Nanda, the prime accused in the hit-and-run case।
Nanda, the grandson of retired Naval chief S M Nanda, is accused of mowing down six persons, including three policemen, with his BMW car on January 10, 1999.

Nokia touch screen phone by year end

Delhi, August 20 2008 :Setting at rest speculations, cell phone major Nokia has confirmed it will launch a full touch screen handset by the end of this year।
'We have been working on the Series 60 platform for touch screen user interface and a mobile device is expected to be launched by the year-end,' Devinder Kishore, Nokia India's marketing director, told IANS।
The Nokia full touch screen phone, codenamed the 'Tube' was also featured in the latest Batman movie 'The Dark Knight' and will be Nokia's second full touch screen device, the first of which was launched in 2003 but was later discontinued।
The past year has seen cell phone majors such as Samsung and LG debuting their full touch screen mobile phones in the market after the success of the Apple iPhone।
It is widely anticipated that Research in Motion (RIM) - the makers of Blackberry - are also working on a full touch screen phone, codenamed 'Blackberry Thunder'।
Nokia first unveiled the touch screen S60 interface last October।
'The new software would allow licensees to develop devices with a variety of input methods, such as touch screen with traditional keypad, QWERTY keyboard, or standalone touch screen, supporting both finger or stylus optimised input,' a Nokia statement had then stated।
Mobile phone maker Symbian Ltd, in which Nokia held a majority stake till a few months ago, has developed the S60 platform।
The Finnish giant announced the acquisition of the remaining 52 percent stake in Symbian in June this year from Sony Ericsson, Telefonaktiebolaget LM Ericsson, Panasonic and Siemens।
'With the acquisition of Symbian, we will be able to offer our customers more innovative products and the latest technology,' Kishore said।
On being asked about the Apple's OS X, the fastest growing mobile operating system, Kishore said: 'Symbian is the largest mobile phone software developer globally and it is up to our customers to decide how popular and accepted our software is।'
OS X recently displaced Microsoft Windows for mobiles as the number three mobile phone operating system after Symbian and Blackberry।
Google, which some time back announced the Open Handset Alliance (OHA), is also working on a mobile OS - Android, based on the Linux platform।
Kishore said the Nokia Music store, which the company launched last year, will be opened in India by the year-end।
'The music store is doing well in the UK and we hope the success will be matched when it is launched in India,' he said.

Death is serious business। But in a society as self-obsessed as ours it often becomes a Woody Allen comedy. So last week, while the rest of the country was busy celebrating Independence Day, I was at a funeral.
As I walked into an apartment of wailing women and mourning men, it only took minutes for the entire façade to peel away and reveal the true emotions of those sitting around a dead man with cotton stuffed into his nostrils…
It all begins when a series of phone calls spoils the sleep of over two dozen relatives who are informed about the tragedy। “If only this had happened two days later,” thinks the dead man’s cousin. “I’ve guests at home today!” Elsewhere, the dead man’s estranged sister turns to her husband with a single drop of tear in her right eye. “Do I really have to come?” the husband asks. “Can’t I just show my face at the condolence meeting?” An hour later she is in designer mourning clothes but aghast to see her husband in a multi-coloured shirt. She snaps, “How many times have I told you to buy a white shirt for such occasions?”
As everyone sits around the dead body on display in the living room, there is an air of impatience as the mourners check their watch, fiddle with their phones and ask in hushed whispers: “Who are we waiting for?” Men are sitting in one corner and women in another, with the dead body sandwiched between the two genders। There are husbands trying to make eye contact with their wives on the other side in an effort to ask with a raised eyebrow: “What’s the delay?”
Soon news trickles that the hospital has goofed up with the paper work and the crematorium is refusing to proceed with the funeral unless someone tracks down the errant doctor and do the needful correction। “It’s going to take another hour,” text messages one of the wives to her husband who’s got two tickets for the noon show.
More text messages fly between the men and the women on either side of the dead body: “What do you want for dinner tonight?” another bored housewife texts her husband.

Official: 149 dead in Madrid plane crash

MADRID (AP): A Spanish airliner bound for the Canary Islands crashed and broke into pieces Wednesday while trying to take off from Madrid's Barajas airport, killing 149 people on board, officials said।
There were only 26 survivors in the mid-afternoon crash, a Spanish emergency official said।
A police officer said the bodies were so hot that police could barely touch them and told El Pais newspaper the shattered wreckage bore no resemblance to a plane।
Dozens of ambulances rushed to the site as columns of smoke billowed from the wreckage। The prime minister broke off his vacation in southern Spain and rushed back to Madrid, heading straight for the airport.
``I have never seen anything like this in my life,'' ambulance driver Luis Ferreras was quoted as saying by El Pais।
A Spanish emergency rescue official said only 26 people survived the crash and the rest of those aboard were given up for dead। The official with the SAMUR municipal rescue service gave the toll after touring the site of the crash. He spoke to The Associated Press on condition of anonymity because of department rules that barred him from giving his name.
Spanair Flight JK5022 _ bound for Las Palmas during the height of Europe's summer vacation season _ sped off the end of the runway, crashed and broke into pieces, reports said।
Spanair spokesman Sergio Allard told a news conference the plane was carrying 175 people and the cause of the crash was not immediately known।
El Pais said the plane's takeoff had been an hour late because of technical problems। It eventually managed to get slightly off the ground but crashed near the end of the runway, El Pais said, quoting an employee of the national airport authority AENA.
Helicopters and fire trucks dumped water on the plane, which ended up in a wooded area at the end of the runway at Terminal 4।
A makeshift morgue was set up at the city's main convention center, officials said।
The plane was an Boeing MD-82 on a codeshare flight with Lufthansa's LH255, Spanair said। Departures from Madrid's airport were suspended for several hours but later resumed.
Boeing spokesman Jim Proulx said the company would send at least one person to assist in the investigation of the crash as soon as it receives an invitation from Spanish authorities।
``We stand ready to provide technical assistance,'' he said, reading from a prepared statement.

Police rope in students to prise out terrorists

Pune, August 19 20008 : In the backdrop of recent serial blasts in Bangalore and Ahmedabad, the Pune police's special branch has decided to rope in over 3 lakh students across 200 educational institutions in the city to tip them off on terrorism and related activities।
To ensure that the mission is successful, Pune Police Commissioner Satyapal Singh inaugurated Mission Mrutyunjay, at Yashwantrao Chavan Auditorium in Kothrud yesterday। More than 300 school and college principals participated।
Explaining the gravity of the situation, Singh said, "The terror elements often work in disguise। They change names and function as commoners. I appeal to the citizens that to immediately approach the police, if they come across any suspicious person or activity."
PMC Commissioner, Paravinsingh Pardeshi, and Divisional Commissioner Nitin Karir were also present।
Singh said, "Mrutyunjay will comprise 35-40 students in each group।"
He informed that each group would include the principal, PT and NCC instructors, while the Indian Army will impart basic training to the students। He said, "The Southern command chief will train the groups on how to handle emergency situations." Singh said, "There are 300 SIMI activists operating in the city. Kashmiri terrorists have also secured admissions in colleges at Bangalore and Naxalites in colleges at Nagpur."
Pune being an educational and IT hub, is home to thousands of foreign students, giving rise to drug trafficking and other anti-social activities. Singh said, "People should procure every detail of foreign students, before renting out flats to them."

Anil Ambani group launches direct-to-home TV service

Mumbai, August 19 20008 : Anil Dhirubhai Ambani Group launched its direct-to-home (DTH) television broadcasting service here Tuesday under the 'Reliance Big TV' banner with a bouquet of 202 channels for customers across India।
The service, starting Rs.1,490, which includes a three-month subscription, will be available from some 100,000 outlets in 6,500 towns in the country. The group has also set up a customer service cell that can handle over 50,000 calls a day.

J&K: No fresh violence, Governor reviews situation

Srinagar, August 17 2008 : The situation in bandh-hit Kashmir Valley remained peaceful even as Governor N N Vohra reviewed the developments in the state and the movement of essential commodities by road।
"There is no report of any untoward incident from any part of the Valley" this morning, official sources said।
Shops and business markets remained closed and public and private transport largely remained off the roads in Srinagar and other major towns in the Valley, the sources said।
Petty shops in the certain areas here and elsewhere in the Valley reopened in the morning to enable people to buy essentials but shopkeepers had to pull down their shutters as groups of youth asked them to observe the strike, the sources said।
The coordination committee of Hurriyat Conference and other separatist groups and traders' bodies are scheduled to meet during the day to decide whether to continue with the strike called to protest the killing of 22 persons in the Valley and 'high-handedness' of security forces in dealing with Amarnath land row stir।
Meanwhile, Vohra chaired a high-level meeting and reviewed the law and order situation in the state, particularly in Kashmir।
An official spokesman said the meeting discussed the movement of essential commodities and fruits on the Lakhanpur-Jammu-Srinagar National Highway। Special emphasis was laid on the inflow of petroleum products, LPG cylinders, livestock, medicines and other house-hold consumables, he said.
He said various issues relating to the transportation of the fruits from the Valley to various markets in the plains were also discussed.

PM's I-Day speech insult to inflation-hit people: CPI(M)

New Delhi (PTI): Livid at the UPA government for seeking solace in higher inflation figures in other countries, its former ally CPI(M) on Saturday said such comments were tantamount to adding insult to injury of people, already suffering the steepest price rise in 13 years।
In a statement here, the party's politburo charged the government with "utter failure" to provide any relief to the people। "The Prime Minister's comments on price rise and inflation in his Independence Day address adds salt to the wounds."
"The government can ill afford to seek solace in relatively higher inflation figures of some other developing countries," the party said, reiterating its demands for banning futures trading in essential commodities, restoring food quotas for states and cutting duties on petrol and diesel to bring down fuel prices।
Even though the wholesale price index did not reflect the actual burden on consumers, it was a matter of "grave concern" that the rate had hit a high of 12।44 per cent as of August 2, the highest in 13 years.
The party said the retail price of wheat has gone up by over 60 per cent, that of rice by about 50 per cent and edible oil by over 40 per cent, compared with the 2004 prices। The higher procurement of wheat has had "no impact" on its prices in the open market, it observed.
"Instead of adopting such measures to provide relief to the common people, the UPA government seems hell bent on pushing through the same neo-liberal policies which are responsible for the inflationary crisis being witnessed today," the CPI(M) said.

Akhil, Jitender to get Rs 25 lakh reward

Chandigarh, 16 2008 : They are yet to win a medal but boxers Akhil Kumar and Jitender have earned a cash reward Rs 25 lakh from the state government here for reaching the quarterfinals of their respective weight categories at the Beijing Olympics।

The Chief Minister congratulated both these boxers and urged all the participating players hailing from Haryana to concentrate on their performance and give their best to clinch medals।
He said the State Government would appreciate their efforts and suitably reward their achievements।
The Haryana Government has already announced to give Rs two crore as a reward for state athletes who would win gold medals at Olympics।
The silver medallists would get Rs one crore and bronze winners would be given Rs 50 lakh.

THANE AGUST 16, 2008 : Thane, Raksha Bandhan this year get a secular flavour with Shivsainiks taking the initiative for it। Muslim women from the Mahagiri area of Thane will be tying rakhis to Hindu residents from the area and vice versa.
Shiv Mudra Prabodhini, a Thane-based organisation has organised Hindu Muslim Rakshabandhan Sohala on Saturday। Almost 100 citizens from the Hindu and Muslim communities are expected to gather at the Anjuman Khairul Urdu Medium High School, in Mahagiri where the programme has been organised.
Sameer Chavan, the organiser, who is also a Shiv Sena volunteer, said, “While the country is facing terrorist attacks and communal clashes, we think efforts to bond these two communities are required. Raksha Bandhan has given us the opportunity to form relationships with other communities. In future, we will have similar events in Bhiwandi and Malegaon, too.” Arun Dhere, Thane Police commissioner and Shiv Sena MLA Eknath Shinde will also be part of the programme.

Ahmedabad serial blasts case cracked?

NEW DELHI AGUST 16, 2008 : Ahmedabad Crime Branch on Saturday claimed that they have cracked the Ahmedabad serial blasts case।
According to Times Now sources, eight people have been arrested in connection with the same।
The men, who have been identified as SIMI activists, were arrested at in Azamgharh in Uttar Pradesh and Abdul Wasir is allegedly the mastermind of the sixteen blasts that rocked the city। The activists are reportedly from Kerela, Karnataka, Maharashtra and Gujarat.
Sources added that these activists had meetings in Vadodara, Mumbai and Ahmedabad before the blasts। It also added that meetings in Ahmedabad was held at activist Yunus's residence.
The explosives, which was used in the serial blasts, were procured outside the state and were reportedly assembled at Ahmedabad।
Earlier, the investigators tracked the IP address of the terror e-mail to Navi Mumbai, an e-mail sent across to television channels prior to the blasts. Following which, the agencies have been active making various arrests and releasing sketches of different suspects, involved with the terror strike.

Colombo, August 13 2008 : Indian captain Mahendra Singh Dhoni today expressed concerns over Sachin Tendulkar's absence in the upcoming five-match ODI series and said it might have some negative impact Talking to mediapersons after he arrived here this evening, Dhoni said, ''Sachin's presence in the dressing room and in the field virtually makes a big difference, in terms of his talents and timely advice। Losing him at this point of time can be crucial.'' Tendulkar, who did not perform up to his potentials and expectations during the recently concluded three-Test series against Sri Lanka, suffered an elbow injury in the third and final Test and was subsequently ruled out for the One-day series against Sri Lanka.
The master blaster, though named for the ODI series, has flown back to India and replaced by Tamil Nadu batsman S Badrinath। Dhoni and few of his young teammates, including Irfan Pathan arrived in Colombo nearly four hours late due to flight delay. The Indian captain said physically he was ''fully fit'' to play the series against Sri Lanka and added that he has got a good blend of young, energetic and experience players for the series. Opening batsman Malinda Warnapura, who has shown his talent with the bat during the Test series, has been drafted in the 15-member Sri Lankan squad that will take on India in a five match ODI series beginning next week in Dambulla।
Warnapura is the third opener in the side backing up veteran Sanath Jayasuriya and Mahela Udawatta.
