With nuke-debate heat on mind, PM leaves for Japan

New Delhi, Jul 7 (DNS) Prime Minister Manmohan Singh today left for Japan to meet the leaders of the world's wealthiest nations, including US President George Bush, in the shadow of political heat generated by the debate on the Indo-US civil nuclear deal।
Stating that he will have a bilateral meeting with Mr Bush during his July 7-9 stay in Japan for the G-8 Summit at Toyako, he did not specify whether he would discuss the nuclear deal with him।
India is one of the five emerging economies that have been invited as ''Outreach Five'' (O-5) members to participate in the 34th Summit of Group of Eight industrial nations।
Besides the United States, G-8 permanent members are Russia, France, United Kingdom, Canada, Germany, Italy and Japan।
The O-5 also includes China, Brazil, South Africa and Mexico।
In addition, leaders of the major economies like Australia, South Korea and Indonesia have also been invited to the Summit this time to discuss global fuel and food crisis।
While climate change will top the agenda of the April 7-9 Summit, Dr Singh's meeting with Mr Bush on Wednesday at Toyako, the venue of the G-8, will throw some light on the fate of the nuclear deal।
The two leaders have been working since July 18, 2005, when they issued a joint statement in Washington. Both of them are keen to sign the deal before demitting office early next year.

Pranab will reply to Left on N-deal: Congress

The Congress on Sunday kept up the suspense whether it would clarify by Monday to the Left parties on the issue of moving forward on the Indo-US nuclear deal as the by the deadline set key outside supporters nears its end।
"It is for senior leader Pranab Mukherjee to reply। He will reply in an appropriate manner," was what AICC media department chairperson Veerappa Moily said when asked whether the head of the UPA-Left joint mechanism on the nuclear deal would respond before the Left deadline.
The party leading the coalition had earlier rejected the July 7 deadline contending sovereign governments or political parties cannot be bound by ultimatums।
The party top brass, including Prime Minister Manmohan Singh and Party chief Sonia Gandhi had held detailed consultations soon after the Left ultimatum।
The AICC has been unfazed by the Left action and has been maintaining that the nuclear deal is in national interest. The Left has been demanding that the Prime Minister should make the position clear on the issue before he proceeds to Japan on the G-8 Summit on Monday.

Two scribes assaulted in local train

Two journalists, one of them a woman, were allegedly abused and assaulted inside a local train last night by two Railway officials, who were immediately suspended।
An inquiry has also been ordered into the incident, Central Railway's Chief Relations Officer।
Assistant Yard Station Manager S A Patil and his junior Ravindra Thakur have been suspended for allegedly misbehaving and assaulting the two scribes, he said।
The two journalists were Sunanda Parameshwar, a woman PTI staffer, and Dharmendra Tiwari, an NDTV India employee।
"An internal inquiry has been initiated against the two Railway officials," said the PRO।
The two journalists lodged a complaint with police alleging that Patil in an inebriated state tried to misbehave with the woman scribe inside a compartment at around 11 pm।
However, the journalists managed to pull Patil and Thakur out when the train halted at Ghatkopar station, and tried to take them to the police station।
But, the two Railway employees assaulted them and also a commuter, who tried to help the journalists. A case of molestation, assault and outraging the modesty of a woman has been registered against them by the Kurla Railway Police.

Traffic jams have been a regular feature on the Western Express Highway

Traffic jams have been a regular feature on the Western Express Highway (WEH) for the last few weeks। But there might be some relief for commuters once the Domestic Airport flyover partially opens on July 15, which is only 10 days away.
The flyover will be open for traffic according to peak hours। In the morning it will be available for vehicles going towards Bandra, while in the evening vehicles proceeding to Andheri will be able to use the flyover. Suhas Nage, chief engineer, Maharashtra State Road Development Corporation (MSRDC) said, "The flyover will be open for public by July 15. This will ease traffic situation on that junction."
MSRDC, that is constructing this flyover and maintaining the road, will open three lanes for vehicles। Nearly 95 per cent of the work is complete and Rs 34 crore spent. Presently, it is nothing more than a struggle for nearly 60,000 vehicles (approximately) plying on WEH everyday.
However, the airport flyover has already crossed its earlier deadline of June 30। MSRDC expected to start traffic movement from this date, but they say heavy rains foiled their plans.
Politicians and babus from the state Government have been stressing on faster completion of work on this flyover since many high profile people use this patch of the highway and incomplete work makes for an ugly sight।
Currently, roads adjacent to the airport flyover on both the sides are in a mess, as the roads have been narrowed down to two-and-half lanes on each side from the earlier five lanes, resulting in traffic jams। They are in damaged conditions too and multiple potholes exist especially at the airport junction.
The asphalt material regularly gets washed off due to the high density of traffic। Situation worsens during rains after water seeps into the crevices of the road. MSRDC are replacing the asphalt with concrete paver blocks, which they think might fill up the potholes.
Meanwhile work on the entire flyover of six lanes will complete only by March next year. MSRDC will start work on the remaining 3 lanes post-monsoon.

Beat the fuel hike, buy an electric car!

July 05, २००८. drive 30 kilometres every day to work, one way, using a fuel-guzzling hatchback, and the petrol price hurts. Actually, more than hurt, it bleeds, especially when I have to drive across traffic-jam-packed roads to appointments.
Yet, like most of my colleagues, people just like you and me, I've never-ever considered a battery-operated vehicle, the kind you charge with an extension cord connected to a power supply point in your home।
I mean, would I seriously consider a commuting vehicle that comes inbuilt with limitations of speed, or distance, or both? I'd need to be mentally challenged to chance being stranded in the middle of somewhere for want of an electric charge, or of a mechanic who can handle electric vehicles।
Yet, this week I did a volte-face, rode an electric scooter, spoke to electric vehicle makers, and though I'm not convinced - not yet, anyway - I'm no longer as resistant to the idea that, given how liquid fuel prices are rising, an electric vehicle might just be the add-on option for a family।
Any electric vehicle manufacturer will do the numbers to show you how it is "cheaper" to own and run a battery vehicle। Who, after all, can argue against a running cost of 4-5 paise per kilometre for two-wheelers and 40 paise per kilometer for a car, which is about a tenth of what I pay for my petrol car.
Drive these cars @ 40 paise per km! : The initial purchase cost for an electric car may be high, but savings on fuel will help it pay back for itself in just a couple of years, if not faster। And that's the message you're most likely to hear as those making these vehicles tap into an increasing consumer interest in their products and roll out pan-India distribution networks.
Such as the UK's Ultra Motor, which advertised for dealers for electric scooters in Jharkhand, Orissa, Bihar and Chattisgarh recently। To its surprise, the bulk of the calls it got were from prospective consumers wanting to buy the scooters. Besides the cost advantage, clearly there are people out there who're happy with the restriction of speeds.
Since some of these vehicles do not require a registration, or a licence, you could gift it to your teenager for going to tuitions without having to worry about him vrooming on the roads। Besides, how fast do you actually go in a crowed city anyway? Which is what makes it ideal for popping across to neighbourhood store, especially whenever your green conscience bites!
I rode the Optima from Hero Electric - which used to partner Ultra Motors before it started selling its own - and the first thing that struck me was the silence। The scooter is almost noiseless.
But because running a wire every night to charge it can be a bother, the company has plans to make charging stations ubiquitous। In a very short time, the battery vehicle manufacturers promise, you could have your scooter charged while you sip a cup of coffee at the mall, or at the office - but the challenge is to make the charging as painless as filling up your tank is.
Hero is working on a pilot project under which it will run a few kiosks in the NCR region as battery swap stations where you can replace discharged batteries with charged ones, promises Sohinder Gill, chief executive of Hero Electric।
So, are we poised at the beginning of a J curve as far as battery vehicles go। Is crude oil @ $140 per barrel the inflexion point? Is it the beginning of the end of the fossil-fuel economy as the latest issue of Economist suggests.
"The inflexion point will keep shifting until there is a viable option," argues Gill। Agrees Mahindra & Mahindra's chief technology officer, Arun Jaura, who is spearheading the company's search for technology for next generation vehicles that will be mass-market affordable and not rely on fossil fuels.
"There is no inflexion point। Even if oil is at $33 per barrel, if the industry offers an affordable, convenient option, the customer would go for that offering," he says.
The market for electric two-wheelers has already gained traction। Even without the supporting infrastructure of charging stations, about 1,10,000 of them were sold last year (less than 3 per cent of overall two-wheelers sales of 7.2 million) and this is expected to more than double to 2,40,000 units this year spread over the main players - Ultra, Hero, TVS [Get Quote] and Electrotherm.
This number is understated largely as it fails to include electric scooterettes that do not require registration। There is also no precise estimate of the Chinese electric bikes that have been arriving "by the container" into the country.
On the car front, Reva - the only electric option in the market today - is expanding capacity five-fold to 30,000 units। "One year ago, these cars were just on the periphery. It is all coming together now," says an elated Chetan Kumaar Maini, Reva's deputy chairman and chief technology officer.
The central government - through the ministry of new and renewable energy - is working on a plan to incentivise the whole electric vehicle chain: consumers, producers, battery-makers, charging stations, battery swapping points। State governments are also waking up to it.
The Delhi government has announced a 15 per cent subsidy on the base price of electric vehicles and a 12।5 per cent exemption of VAT in addition to refund of road tax and registration charges.
The big boys of the industry are readying for their slice of this market, as was obvious at their presence at a ministry meeting last month to "work out a conducive policy for large use of battery operated vehicles in the country"।
"The government has one of the biggest roles to play in the growth of battery vehicles," says Maini, citing the example of China, which has among the largest electric vehicle population in the world।
Across the world, the Israeli government is backing a plan to move large-scale to electric vehicles backed by a network of battery recharge stations and battery swapping stations, with electric cars being made by Renault-Nissan।
Denmark is looking at moving to what is being called the electric grid। Stuttgart in Germany has decided to partner with Ultra Motor to promote battery vehicles. Battery technology is advancing with lightweight, quick-charge lithium-ion batteries (the kind used in your phone) replacing the lead-acid ones which most manufacturers in India use, as they are cheaper.
"There should be a national mission for electric vehicles and hybrids," says Dilip Chenoy, the director general of the Society of Indian Automobile Manufacturers। With increasing indigenisation of electric vehicles, a national mission would ensure targets, volumes and hence cost reductions.Me? These vehicles have been tested in water too। They work and do not electrocute. In fact, they are less likely to break down in water than a conventional vehicle.
Some states do not register these vehiclesIt is a problem we are trying to resolve। Some of these vehicles also do not require registration or number plates, like Hero Electric's Optima. The user too does not require a licence. Ideal for young students!
Is it the rising cost of petrol and diesel which is pushing users towards electric vehicles?It is a combination of the high price of liquid fuel, the lower cost of electric vehicles (partly helped by incentives by some state governments) and environment consciousness।
Readying for an electric future: Tata Motors [Get Quote]Is working on hybrids as well as electric vehicle versions on the Indica and Ace platforms। "The company is developing alternate technology like hybrids, and electric and biofuel vehicles, and is testing electric options for a Ace mini-truck," says a spokesperson.
Bajaj Auto [Get Quote] : It has done "preliminary" work on electric three-wheelers - dubbed Ecoricks - but says it has no ongoing two-wheeler projects.M&MHybrid versions of the Bolero and Scorpio are on the cards to add to the Mahindra Bijlee. An electric three-wheeler "Alfa" was showcased at the last auto expo. The company is also looking for new technologies and options.

As BJP mounts pressure, SP says it will back Govt

New Delhi, Jul 5 (DNS) Government today heaved a sigh of relief with the Samajwadi Party clearly indicating that it would back it in a trial of strength in Parliament as the BJP mounted pressure asking Prime Minister Manmohan Singh to immediately seek a vote of confidence। A day after sewing up a deal with Congress on the Indo-US nuclear deal issue, SP general secretary Amar Singh said "communalism is a bigger threat than imperialism...If our friends from the Left want to defeat the Government with BSP and BJP, we don't want to say anything. But we can't do this work".
Amar Singh, who stopped short of formally announcing that SP has wrapped up a deal with the Congress, said "L K Advani is a bigger threat than George W Bush"(US President).
On another day of hectic political activities, BJP's Prime Ministerial candidate Advani said Government has been reduced to a minority and demanded that the Prime Minister immediately seek a vote of confidence in the Lok sabha.
Brushing aside Advani's demand, Congress said "no one has withdrawn support to the Government। So, where is the question of trust vote"? Party spokesman Manish Tiwary accused Advani of trying to create instability ahead of the Prime Minister's visit to Japan for the G-8 Summit early next week.
On their part, the Left leaders today met Marxist patriarch Jyoti Basu in Kolkata to apprise him of the July seven deadline given to Government to specify whether it is going ahead with the nuclear deal.
The Left with 59 members in Lok Sabha have threatened to withdraw support to the Government if it approaches the International Atomic Energy Agency (IAEA) to firm up a safeguards agreement.
